SC Reviews Bill Assent Delays After Presidential Reference Under Article 143
• The Supreme Court has sought responses from the Centre and all state governments on delays in giving assent to state Bills.
• Currently, no constitutional time limit exists for the President or Governors to act on Bills passed by legislatures.
• President Droupadi Murmu invoked Article 143, requesting the Supreme Court's advisory opinion on the legal scope under Articles 200 and 201.
• The move follows the April 2025 SC judgment criticizing Tamil Nadu Governor R.N. Ravi for delaying assent to ten legislative Bills.
• In that verdict, the Court called the Governor’s inaction unconstitutional and arbitrary, using Article 142 to break the impasse.
• The Court clarified that if a re-passed Bill comes to the Governor, it cannot be referred again to the President.
• It also introduced a three-month deadline for the President to take action on such Bills, effectively placing the President’s role under judicial review.
• Article 143, which allows the President to seek the SC's advice on significant legal matters, has now been used to gain clarity on executive-legislative dynamics.

Prof. Ashim Kumar Ghosh Sworn In as Haryana’s 19th Governor
• Prof. Ashim Kumar Ghosh officially took charge as the 19th Governor of Haryana, succeeding Bandaru Dattatreya.
• The oath of office was administered by Chief Justice Sheel Nagu of the Punjab and Haryana High Court at Raj Bhavan, Chandigarh.
• The ceremony saw attendance from Punjab Governor Gulab Chand Kataria, who also acts as the Administrator of Chandigarh.
• Haryana’s Chief Minister Nayab Singh Saini and BJP state president Mohan Lal Badoli were also present during the occasion.
• Ghosh is a distinguished academic and political thinker, formerly associated with Shri Shikshayatan College in Kolkata.
• He is widely recognized in BJP circles for his intellectual depth and scholarly contributions.
• As per protocol, the Chief Justice of the High Court usually administers the oath to a Governor or LG; in their absence, the senior-most judge or acting CJ performs the duty.
• The appointment highlights the central leadership’s trust in academic minds to take on constitutional responsibilities.

UNSC Passes Resolution 2788 to Promote Peaceful Conflict Resolution Globally
• The UN Security Council unanimously adopted Resolution 2788, reinforcing peaceful methods for settling international disputes.
• The resolution urges all UN member states to actively use mechanisms outlined in Article 33 of the UN Charter.
• These include negotiation, mediation, inquiry, conciliation, arbitration, judicial settlement, and regional frameworks.
• It also welcomes any other peaceful approach mutually chosen by the parties involved in a dispute.
• The Council reasserted its right to suggest procedures or methods for resolving international conflicts peacefully.
• Member states have been asked to comply with previous Security Council resolutions aimed at peaceful conflict resolution.
• The resolution highlights the UN Secretary-General’s key role in preventive diplomacy and global mediation efforts.
• It calls on countries to support and cooperate with the Secretary-General in advancing global peace initiatives.
