Constitution (131st Amendment) Bill, 2026: Proposal to Expand Lok Sabha and Enable Early Delimitation
• The Union Government has proposed the Constitution (131st Amendment) Bill, 2026 to expand the Lok Sabha strength from 543 to 850 seats.
• The Bill aims to update parliamentary representation in line with population growth and demographic changes since the 1971 Census-based framework.
• It proposes amendments in Articles 81, 82, and 334A to restructure seat allocation and constituency delimitation.
• Under the proposal, Lok Sabha may include 815 members from States and 35 members from Union Territories, making a total of 850 MPs.
• The Bill seeks to modify Article 82 by removing the restriction that delimitation can occur only after the Census conducted post-2026.
• It also amends Article 334A to ensure one-third reservation for women becomes effective immediately after delimitation, without waiting for a future Census.
• A Delimitation Commission (2026) will be constituted, chaired by a serving/retired Supreme Court Judge, with the Chief Election Commissioner and State Election Commissioners as ex-officio members.
• The Commission's delimitation orders will have legal finality, will be published in the Gazette, will be immune from judicial challenge, and women-reserved seats will be allotted through rotation across constituencies.
