Supreme Court Approves Minimum Standards for ICUs Across India

• A Supreme Court-appointed expert committee has framed uniform minimum ICU standards to ensure quality infrastructure, staffing, and patient safety in hospitals across India.

• The Supreme Court endorsed the guidelines as "practical, implementable and necessary", aiming to improve intensive care services in both urban and rural areas.

• The framework mandates that every ICU must have a dedicated space with access to emergency services, operation theatres, and laboratory facilities, along with proper sanitation and layout.

• Hospitals must ensure uninterrupted power backup, and every ICU bed must have oxygen supply, suction facility, and adequate electrical points.

• Essential equipment has been made compulsory, including ventilators, multiparameter monitors, defibrillators, crash carts, infusion pumps, syringe pumps, ECG machines, and glucometers.

• The guidelines stress 24×7 staffing, requiring trained doctors and continuous nursing care with strict monitoring and infection-control protocols.

• Nurse-to-patient ratio has been fixed at 1:2 to 1:3 for regular ICU cases, and it can go up to 1:1 for critically ill or ventilated patients, with allied healthcare support also required.

• The report titled "Guidelines for the Organisation and Delivery of Intensive Care Services" classifies ICUs into levels, and suggests tele-ICU/e-ICU support for rural hospitals where specialists are limited.

• The committee included AIIMS doctor Nitish Naik, Additional Solicitor General Aishwarya Bhati, and advocate Karan Bharioke.

• The Supreme Court bench included Justices Ahsanuddin Amanullah and R. Mahadevan, and all States/UTs have been directed to submit action plans by May 18 for implementation.

Supreme Court: Ending Consensual Live-in Relationship Not a Crime

• The Supreme Court observed that walking out of a consensual live-in relationship cannot be treated as a criminal offence, even if it causes emotional distress.

• The case involved a woman who lived with a man for 15 years and had a child, later seeking criminal action after he married another woman.

• A Bench of Justice B.V. Nagarathna and Justice Ujjal Bhuyan refused to allow criminal proceedings like sexual exploitation or harassment in such circumstances.

• The Court held that when a relationship is voluntary and based on consent, it cannot later be converted into allegations of sexual assault merely because the relationship ended.

• The judges stressed that a live-in relationship does not create the same legal binding or obligations as marriage, unless covered under specific civil laws.

• The woman's lawyer argued that she was misled by a false promise of marriage, but the Court stated that it would examine only the legal aspect, not moral conduct.

• Although criminal prosecution was denied, the Court clarified that the woman can still claim maintenance for the child, since the child's rights remain protected.

• The Court issued notice limited to the issue of child maintenance, which can be pursued under provisions like Section 125 CrPC, and also noted protection available under the Domestic Violence Act, 2005 for relationships "in the nature of marriage."

India Submits New NDCs (2031–35) Under Paris Agreement

• India has officially submitted its updated Nationally Determined Contributions (NDCs) for the 2031–35 period to the UN climate body under the Paris Agreement.

• The revised pledges focus on expanding clean energy, cutting emissions intensity, and strengthening carbon sinks through forests and tree cover.

• India committed that by 2035, 60% of cumulative installed electricity capacity will come from non-fossil fuel sources.

• It also pledged to reduce the emissions intensity of GDP by 47% by 2035, taking 2005 as the base year.

• Another major goal is to create an additional carbon sink of 3.5 to 4 billion tonnes of CO₂ equivalent through forest and tree cover by 2035 over the 2005 level.

• India clearly stated these targets are conditional, and achieving them depends on climate finance, low-cost funding, technology transfer, and capacity building from developed countries.

• India warned that failure of developed nations to meet their obligations under UNFCCC and the Paris Agreement could create an "ambition gap" in global climate action.

• Beyond emissions, India highlighted priorities like sustainable lifestyles, adaptation planning for agriculture, water, Himalayas, coastal zones, health and disaster management, aligning climate action with Viksit Bharat 2047.

• India also cited progress: as of February 2026, over 52.5% installed power capacity was non-fossil, emissions intensity fell 36% (2005–2020), and an additional 2.29 billion tonnes CO₂ sink was created between 2005–2021.

SIPRI Report 2025: India Becomes World's 5th Largest Defence Spender

• According to the latest SIPRI report, India ranked as the 5th largest defence spender in 2025, after the US, China, Russia and Germany.

• India's total military expenditure reached $92.1 billion, forming about 3.2% of global defence spending.

• Defence spending increased by 8.9% compared to 2024, reflecting India's growing emphasis on preparedness and modernisation.

• The rise was linked to emergency procurement and operational readiness during Operation Sindoor against Pakistan, boosting acquisition of new defence systems.

• India also increased its capital outlay significantly, especially for military aircraft and advanced air power capabilities.

• Pakistan's military spending rose by 11% to $11.9 billion, placing it at 31st position globally, still far behind India.

• SIPRI noted Pakistan's spending growth was largely driven by missile and aircraft purchases from China and payments for earlier defence contracts.

• Globally, defence expenditure hit a record $2.887 trillion in 2025, with the US, China and Russia together accounting for 51%, while Europe saw the sharpest rise due to the Russia–Ukraine war and NATO rearmament.
