Supreme Court Orders 10-km Mining Buffer Around Wetland Conservation Reserves

• On 4 August 2026, the Supreme Court directed a 10-kilometre mining buffer zone around all Wetland Conservation Reserves in India.

• The order extends the mining restrictions earlier applied to the Asan Wetland Conservation Reserve (Uttarakhand) to similar protected wetlands nationwide.

• The buffer zone restricts mining and other disruptive activities to safeguard fragile wetland ecosystems.

• Wetlands in India are protected under the Wetlands (Conservation and Management) Rules, 2017 and the Ramsar Convention, 1971.

• The Court stated that the directions would apply across the Himalayan region, unless an expert committee confirms the absence of wetland conservation reserves in a particular state.

• The directions were issued while hearing an application filed by the State of Himachal Pradesh regarding the applicability of mining restrictions.

Operation Trishul

• Operation Trishul is India’s fugitive-tracking and extradition initiative, under which 274 fugitives from 36 countries have been brought back since 2019.

• The operation targets accused involved in terrorism, organised crime, narco-terrorism, financial fraud, murder, sexual offences, and human trafficking.

• It uses satellite imagery, surveillance inputs, and digital footprints to trace fugitives and is coordinated by the IB, CBI, RAW, State Police, and Interpol.

• India repatriated 70 fugitives in 2025 and 45 more by July 2026, taking the total to 274.

• Under the Prevention of Money Laundering Act (PMLA), 2002, assets worth ₹17,874 crore were attached and ₹18,762 crore recovered between 2019–2026.

• The CBI has established a Special Global Operations Centre to strengthen international coordination in fugitive cases.

• BHARATPOL, launched in January 2025, connects 1,400+ state and central law enforcement agencies with Interpol for faster international cooperation.

• Extradition is the legal process by which one country surrenders an accused or convicted person to another country for prosecution or punishment.

NITI Aayog Releases Report on Empowering Caregivers

• On 5 August 2026, NITI Aayog released the report Reimagining Care: Strategies for Empowering Caregivers in Viksit Bharat@2047 to develop a professional, accessible, and future-ready care ecosystem in India.

• The report recognises caregiving as a skilled and dignified profession, covering elderly care, family caregivers, community caregivers, and paid caregivers.

• It recommends establishing a National Caregiving Council (NCC) to regulate caregiving services, set national standards, and accredit training programmes.

• The report proposes a National Caregiving Qualification Framework and a National Caregiver Registry with a digital platform for training, certification, workforce planning, and service delivery.

• It also recommends social security, welfare measures, entrepreneurship support, and training and counselling for caregivers.

• The report projects India’s 60+ population to increase from 149 million (2022) to 347 million (2050), with the elderly share rising from 10.5% to 20.8%.

• It highlights the need for a structured care workforce to meet the demands of an ageing population and links India to the global care economy through international partnerships and caregiver mobility.

• NITI Aayog, established in 2015 replacing the Planning Commission, prepared the report in line with the Viksit Bharat@2047 vision.

‘As Seen on Netflix’ Feature Launched on Incredible India Portal

• On 5 August 2026, the Ministry of Culture and the Ministry of Tourism launched the ‘As Seen on Netflix’ section on the Incredible India portal in collaboration with Netflix India.

• The feature connects films and web series with real Indian locations, cultural traditions, and travel experiences to promote tourism.

• The launch took place at the National Gallery of Modern Art (NGMA), New Delhi, and also marked 10 years of Netflix’s presence in India.

India Operationalises Inventory-Based Cross-Border E-Commerce Export Rules

• On 5 August 2026, the Government of India operationalised inventory-based cross-border e-commerce export rules through the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce & Industry.

• The framework, notified under Notification No. 27/2026-27 and Public Notice No. 25/2026-27, is part of the Foreign Trade Policy (FTP) 2023.

• It allows foreign-invested e-commerce companies to undertake export-only inventory operations through a registered Exporter-on-Record (EOR).

• The EOR can procure goods from Sellers-on-Record (SORs) only against confirmed export orders, and speculative inventory build-up is prohibited.

• EORs must register with the DGFT through Aayaat Niryaat Form (ANF) 9A and maintain a digital repository for inventory traceability.

• The EOR is responsible for export documentation, customs clearance, regulatory compliance, logistics, packaging, labelling, and reverse logistics.

• The rules require payment to SORs within 7 days of goods acceptance, while seller-attributable export benefits must be transferred within 30 days. Administrative charges are capped at 10% of export rebates and refunds.

• Key Significance: The framework aims to boost cross-border e-commerce exports, especially for MSMEs, artisans, and Indian manufacturers, while ensuring transparency, compliance, and export traceability.

One-Year Extension for Cabinet Secretary and Home Secretary

• On 5 August 2026, the Appointments Committee of the Cabinet (ACC) approved a one-year extension for Cabinet Secretary Dr. T.V. Somanathan and Home Secretary Govind Mohan.

• Dr. T.V. Somanathan, a 1987-batch IAS officer of the Tamil Nadu cadre, has been serving as Cabinet Secretary since 30 August 2024.

• Govind Mohan, a 1989-batch IAS officer of the Sikkim cadre, has been serving as Home Secretary since 23 August 2024.

• The Cabinet Secretary is the senior-most civil servant in India and heads the Cabinet Secretariat, coordinating the work of Union ministries.

• The Home Secretary is the administrative head of the Ministry of Home Affairs (MHA) and oversees internal security, Union Territories, Centre–State relations, and public order.

• Govind Mohan’s tenure has been extended until 22 August 2027, or until further orders.

• The extension was granted by relaxing Fundamental Rule 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958.

Alaboi Ron Smriti Divas 2026

• Alaboi Ron Smriti Divas was observed on 5 August 2026 at Amingaon, Kamrup (Assam) to mark the 357th martyrdom anniversary of the Ahom warriors who died in the Battle of Alaboi (5 August 1669).

• The Battle of Alaboi was fought in 1669 during the rule of the Ahom Kingdom and is remembered for the sacrifice of thousands of Ahom soldiers.

• The Ahom Kingdom ruled large parts of Assam for nearly six centuries and played a significant role in the region’s history.

• The commemoration included floral tributes and ceremonial lamp lighting at the Alaboi Ron Smriti Soudh in front of the Office of the District Commissioner, Kamrup.

• The event was organised by the Directorate of Archaeology, Assam, along with the Indigenous and Tribal Faith & Culture Department, Kamrup District Administration, and the Saraighat Journalists’ Forum.

• Prakash Chandra Das (MLA, Hajo-Sualkuchi) and Diganta Kalita (MLA, Kamalpur) paid tribute to the Ahom martyrs and highlighted the importance of preserving their legacy.

• Key Fact: The Battle of Alaboi was fought on 5 August 1669, and its martyrs are commemorated every year on 5 August.

• Significance: The observance honours the bravery and sacrifice of the Ahom warriors and promotes awareness of Assam’s rich historical and cultural heritage.

Asian Rafting Championships 2026

• Boleng in Siang district, Arunachal Pradesh, will host the Asian Rafting Championships 2026 from 5–9 October 2026 on the Simang River, a Class III+ tributary of the Siang River.

• The championship will feature white-water rafting events with participants from across Asia.

• Competition disciplines include Sprint, RX (knock-out racing), and Slalom.

• Preparations were reviewed by Chief Minister Pema Khandu and Minister Ojing Tasing on 6 August 2026.

• The event is being organised by the Asian Rafting Council, Indian Rafting Foundation, and Arunachal Pradesh Water Sports Association.

• The Siang River is the upper course of the Brahmaputra in Arunachal Pradesh, while the Simang River is one of its tributaries.

Nauru’s Economic and Climate Resilience Citizenship Program (ECRCP)

• Nauru launched the Economic and Climate Resilience Citizenship Program (ECRCP) on 1 January 2025 as a citizenship-by-investment ("golden passport") scheme to fund climate adaptation.

• The programme offers Nauruan citizenship and a passport in return for a financial contribution of US$115,000 (reduced to US$90,000 until 31 December 2026).

• Funds will support climate resilience projects, including relocating about 90% of Nauruan families and infrastructure to higher ground due to climate change.

• Successful applicants receive visa-free or visa-on-arrival access to over 85 destinations, including Singapore and Hong Kong.

• The scheme includes strict background checks, continuous monitoring, and provisions to revoke citizenship for criminal activities.

• Land ownership is not included, as only native Nauruans are permitted to own land under domestic law.

• As of 4 August 2026, more than 120 citizenships had been granted under the programme.
