Transgender Persons (Protection of Rights) Amendment Act, 2026
• The Transgender Persons (Protection of Rights) Amendment Act, 2026 amended the Transgender Persons (Protection of Rights) Act, 2019 and received Presidential assent on 30 March 2026.
• The Bill was introduced in the Lok Sabha on 13 March 2026 by Virendra Kumar Khatik.
• It was passed by the Lok Sabha on 24 March 2026 and the Rajya Sabha on 25 March 2026.
• The Act removes the earlier provision of self-perceived gender identity for obtaining an identity certificate.
• It mandates medical scrutiny by a designated medical board and approval by the District Magistrate for legal gender recognition.
• The amended law narrows the definition of a transgender person and excludes certain categories recognised under the 2019 Act, including trans-men, trans-women, and genderqueer individuals.
• The Act introduces stricter punishments for offences such as kidnapping or causing grievous hurt to force a person into a transgender identity, with penalties extending up to life imprisonment.
• On 4 May 2026, the Supreme Court of India issued notices on multiple petitions challenging the constitutional validity of the Act.
• The challenge invokes constitutional protections under Articles 14, 15, 19 and 21, which relate to equality, non-discrimination, freedom, dignity and personal liberty.
APPOINTMENTS
Vice Admiral Ajay Kochhar Appointed 48th Vice Chief of the Naval Staff
• Ajay Kochhar assumed charge as the 48th Vice Chief of the Naval Staff (VCNS) on 29 May 2026.
• He succeeded Sanjay Vatsayan and paid homage at the National War Memorial before taking charge.
• He was commissioned into the Indian Navy on 1 July 1988 and has over 37 years of service.
• Vice Admiral Kochhar is a specialist in Gunnery and Missile Systems.
• His command appointments include INS Nashak, INS Vibhuti, INS Kirpan, INS Trikand, and INS Vikramaditya.
• He served as Chief of Staff, Western Naval Command and later as Commander-in-Chief, Andaman and Nicobar Command.
• He was awarded the Ati Vishisht Seva Medal (2022) and Param Vishisht Seva Medal (2026).
• The Vice Chief of the Naval Staff is the second-highest appointment in the Indian Navy after the Chief of the Naval Staff.
Rajesh Kumar Singh Given Additional Charge as DRDO Chairman
• Rajesh Kumar Singh was given the additional charge of Secretary, Department of Defence Research and Development and Chairman, DRDO on 29 May 2026.
• He will assume the additional responsibilities from 31 May 2026.
• He succeeds Samir V. Kamat, whose tenure ended on 31 May 2026.
• The appointment was approved by the Appointments Committee of the Cabinet.
• Rajesh Kumar Singh is a 1989-batch IAS officer of the Kerala cadre.
• He has been serving as Defence Secretary since 1 November 2024.
• Defence Research and Development Organisation is India's premier defence research agency under the Ministry of Defence.
• He will hold the additional charge until a regular appointment is made or until further orders, whichever is earlier.

Rusty-spotted Cat Recorded in National Chambal Sanctuary
• The Rusty-spotted Cat (Prionailurus rubiginosus) was recorded for the first time in the National Chambal Sanctuary in May 2026.
• This is the first confirmed record from southern Uttar Pradesh, extending the known distribution of the species in the state.
• The Rusty-spotted Cat belongs to the Felidae family and is among the smallest wild cats in Asia.
• It is identified by its rusty-brown spots, short coat, and small body size.
• The discovery was made by researchers from the Wildlife Institute of India during field surveys.
• The cats were photographed, measured, and geo-tagged using GPS, providing confirmed scientific evidence of their presence.
• The National Chambal Sanctuary is a tri-state protected area known for gharials, mugger crocodiles, Gangetic river dolphins, and rich riverine biodiversity.
• The finding highlights the need for targeted wildlife surveys, habitat conservation, and roadkill mitigation measures for small carnivores in the region.

State of India’s Digital Economy 2026 Report
• The State of India’s Digital Economy 2026 report was released on 29 May 2026 by the ICRIER–Prosus Centre for Internet and Digital Economy.
• India ranked 5th globally in the Digital Economy Rankings, improving from 8th position in 2025.
• India secured 4th place globally in Artificial Intelligence (AI) performance, behind the United States, China and Singapore.
• India performed ahead of several developed countries, including Germany, France, Japan, United Kingdom and Canada in key AI and digital indicators.
• India possesses the world’s second-largest AI talent pool, highlighting its growing strength in emerging technologies.
• The country generated around US$328 billion in digitally delivered trade, including software exports, IT services and cloud-based services.
• A LinkedIn study cited in the Stanford AI Index 2026 ranked India first globally in AI skill penetration and second in AI talent growth (2019–2025).
• Developing countries accounted for 72% of global AI users, with India and China together representing nearly two-fifths of the total.
• Despite strong AI growth, India recorded a net outflow of AI authors and inventors in 2025, indicating continuing challenges in talent retention.

Shrey Parikh Wins 2026 Scripps National Spelling Bee
• Shrey Parikh, a 14-year-old Indian-origin student from Rancho Cucamonga, won the 98th Scripps National Spelling Bee on 28 May 2026.
• The competition was held at DAR Constitution Hall and featured nearly 250 participants from the U.S. and several other countries.
• Parikh defeated Ishaan Gupta in a 90-second spell-off tiebreaker.
• He correctly spelled 32 words, while Gupta spelled 25 words, setting a new spell-off record.
• The winning word was “bromocriptine”, a dopamine-related compound derived from ergot.
• Parikh received a $50,000 cash prize, the Scripps Cup, a commemorative medal, and additional awards from Merriam-Webster, Delta Air Lines, and Encyclopaedia Britannica.
• He had previously finished 3rd in 2024 and 89th in 2022 in the same competition.
• Despite losing his school spelling bee in 2025 while battling a fever, Parikh returned to become the 2026 national champion.
