Women's Reservation Notified for J&K and Puducherry Legislative Assemblies (April 2026)

• The Union Government has officially implemented the women's reservation framework in the Union Territories of Jammu & Kashmir and Puducherry.

• A notification dated 17 April 2026 confirmed the commencement of reservation provisions for their legislative assemblies.

• This follows the earlier notification of 16 April 2026, which brought into force the Constitution (106th Amendment) Act, 2023.

• The 106th Amendment provides 33% reservation for women in the Lok Sabha, State Assemblies, and the Delhi Legislative Assembly.

• Separate legal amendments were necessary for UT legislatures because they function under different statutory frameworks than states.

• For Puducherry, reservation provisions were enabled through the Government of Union Territories (Amendment) Act, 2023.

• For Jammu & Kashmir, the changes were made via the J&K Reorganisation (Second Amendment) Act, 2023, notified by the Ministry of Home Affairs.

• Although legally enforced, the reservation will apply only after delimitation based on the next Census (expected Census 2027), meaning actual reserved seats may be reflected in the next election cycle after delimitation.

Delimitation Bill Fails in Lok Sabha, Sparks Political Clash Over Women's Reservation

• The Delimitation-linked Constitution Amendment Bill failed in the Lok Sabha as it could not achieve the two-thirds special majority required.

• The voting result stood at 298 in favour and 230 against, after which Speaker Om Birla declared the Bill defeated.

• Congress termed the defeat a success for democracy, while the BJP called it a setback for women's political empowerment.

• Priyanka Gandhi Vadra described the outcome as a "victory of democracy" and accused the Centre of weakening federalism through delimitation-based reforms.

• She alleged the government was using women's reservation as an electoral tool to project itself as pro-women and label opponents as anti-women.

• Congress demanded that the Women's Reservation Bill passed in 2023 be restored and implemented without being tied to delimitation or census conditions.

• After the defeat, Parliamentary Affairs Minister Kiren Rijiju stated that the government would not proceed with the other two connected Bills.

• The BJP, including Amit Shah, blamed opposition parties for blocking a historic reform for 33% reservation, while opposition leaders argued women's rights should not be delayed due to delimitation-linked restructuring.

• The theme highlights the need to safeguard living heritage, such as rituals, folk traditions, music, and art forms.

• It draws attention to how wars, disasters, and displacement can severely damage cultural identity and heritage practices.

• The observance encourages governments and communities to take quick protective measures during emergencies.

• It also stresses global responsibility to protect heritage threatened by conflicts, climate change, and natural calamities.

Dinesh Trivedi Appointed India's New High Commissioner to Bangladesh

• Former Union Minister Dinesh Trivedi has been appointed as India's High Commissioner to Bangladesh, reflecting India's focus on Dhaka ties.

• The appointment is notable because such key diplomatic posts are usually assigned to senior IFS officers, but this time a political leader has been chosen.

• This move is seen as a strategic shift to strengthen direct political-level engagement with Bangladesh.

• The decision also highlights the importance of cooperation on border security, regional stability, and bilateral coordination.

• Trivedi brings strong administrative experience, having served as Union Railway Minister and Minister of State for Health and Family Welfare.

• He has also represented Barrackpore (West Bengal) as a Member of Parliament, giving him regional understanding of eastern India.

• He was earlier linked with Trinamool Congress and later joined the BJP in 2021, expanding his political profile.

• Bangladesh remains a crucial neighbour due to shared borders, trade, rivers and cultural ties, and his West Bengal background may support better handling of border-related and regional issues.

Indian Vice-President's Historic Visit to Sri Lanka Strengthens Bilateral Ties (April 2026)

• Vice-President C. P. Radhakrishnan visited Sri Lanka on 19 April 2026, becoming the first Indian Vice-President to make an official visit to the island nation.

• During his two-day Colombo visit, he met Sri Lankan President Anura Kumara Dissanayake and discussed major bilateral issues.

• He highlighted India's 'Neighbourhood First' policy, focusing on stronger regional cooperation and people-to-people relations.

• A key highlight was the Indian Housing Project, where he virtually handed over houses under the third phase.

• With this, India has completed 50,000 houses for Tamil communities, while 10,000 more houses are being built under the fourth phase.

• The leaders also reviewed India's $450 million Cyclone Ditwah rehabilitation package, supporting reconstruction in affected regions.

• The long-pending Palk Strait fishermen issue was discussed, with both sides agreeing on a humanitarian approach to protect livelihoods.

• High-level engagements included a luncheon hosted by PM Harini Amarasuriya, a meeting with Opposition Leader Sajith Premadasa, and a planned visit to Nuwara Eliya for interaction with the Tamil community.

India Expands RELIEF Scheme Coverage to Egypt and Jordan

• The Government of India has extended the RELIEF scheme by adding Egypt and Jordan to the list of eligible countries.

• This expansion is aimed at reducing export difficulties caused by geopolitical tensions in West Asia, affecting shipping routes and trade movement.

• The scheme was originally launched on 19 March 2026 to support exporters facing freight hikes, shipping delays, and increased marine insurance charges.

• RELIEF mainly protects Indian exporters from war-related risks and rising logistics costs in the Gulf and surrounding maritime corridors.

• The scheme is implemented through ECGC (Export Credit Guarantee Corporation of India), which functions as the nodal agency.

• It provides insurance-related assistance, support for upcoming export shipments, and reimbursement benefits, especially for MSME exporters.

• As per a Policy Circular dated 15 April 2026, exporters taking a fresh ECGC Whole Turnover Policy on or after 16 March 2026 will also qualify under Component II.

• The inclusion of Egypt and Jordan is important because Egypt controls the Suez Canal and Jordan holds strategic trade importance in West Asia, improving export security and connectivity.

Meghalaya Grants Official Status to Khasi and Garo Languages

• The Meghalaya Government has officially recognised Khasi and Garo as state languages along with English.

• This decision has been approved through the Meghalaya Official Languages Ordinance, 2026.

• The new ordinance has replaced the Meghalaya State Language Act, 2005.

• Khasi and Garo will now be used in government offices and official administrative work.

• The move is expected to improve communication between citizens and the state administration.

• These languages may also be introduced in state-level exams and official documentation.

• There is also a possibility of their increased use in Meghalaya Legislative Assembly proceedings.

• The step promotes tribal cultural identity and strengthens the demand for inclusion in the Eighth Schedule of the Indian Constitution.

Tipra Motha Party Wins Big in Tripura TTAADC Elections

• The Tipra Motha Party (TMP) registered a massive victory in the TTAADC elections, securing power for the second consecutive term.

• TMP won 24 out of 28 elected seats, showing a major improvement over its 2021 performance.

• The party is led by Pradyot Bikram Manikya Debbarma, who played a key role in the decisive win.

• The 30-member council consists of 28 elected members and 2 nominated members appointed by the state government.

• TMP strengthened its hold in tribal regions by winning six more seats than 2021, when it had secured 18 seats.

• The TTAADC, created in 1985 under the Sixth Schedule, is the most important body after the state Assembly in Tripura.

• It governs nearly 70% of Tripura's geographical area, covering tribal-dominated regions with strong indigenous influence.

• The BJP suffered a major setback, winning only 4 seats, down from 10 seats in 2021, despite being TMP's ally in the state government.
