Supreme Court NTF Highlights Structural Causes Behind Student Suicides
• The Supreme Court-appointed National Task Force (NTF) submitted its interim report, stating that student suicides are a systemic and institutional concern rather than solely an individual mental health issue.
• The NTF was constituted in Amit Kumar & Ors v. Union of India (2026) under the chairmanship of former Supreme Court judge Justice S. Ravindra Bhat.
• The report identified academic pressure, social exclusion, discrimination, financial stress, and institutional shortcomings as major contributing factors.
• It noted the absence of a dedicated legal framework for suicide prevention in higher educational institutions, with existing mechanisms largely based on non-binding guidelines.
• The NTF found inadequate mental health support, observing that over 70% of institutions lack full-time mental health professionals and fewer than 4% have suicide-risk management systems.
• Students from SC, ST, and OBC communities were found to face higher dropout rates due to discrimination, economic hardships, and insufficient institutional support.
• The Task Force recommended filling all faculty and administrative vacancies, including reserved-category posts, within prescribed timelines.
• It also proposed mandatory reporting of every student suicide, round-the-clock medical and psychological support in residential institutions, and separate NCRB data on school and higher-education student suicides.
APPOINTMENT
Lt Gen Dhiraj Seth Appointed as the Next Chief of Army Staff
• Lieutenant General Dhiraj Seth was appointed as India's next Chief of the Army Staff (COAS) on 13 June 2026.
• He will assume office on 30 June 2026, succeeding General Upendra Dwivedi, and is expected to serve until 31 August 2028.
• The COAS is the professional head of the Indian Army, functions under the Ministry of Defence, and holds the rank of a four-star general.
• Lt Gen Seth served as the Vice Chief of the Army Staff from 1 April 2026 before being elevated to the top post.
• He was commissioned into the Armoured Corps in December 1986 after graduating from the National Defence Academy (NDA), Khadakwasla.
• During his career, he commanded the South Western Command and the Southern Command, both key operational formations of the Army.
• He has also led an armoured regiment and a counter-insurgency force in Jammu and Kashmir, gaining extensive field experience.
• With nearly four decades of service, Lt Gen Seth has held major operational, command, and strategic appointments and is a recipient of honours such as the Param Vishisht Seva Medal, Uttam Yudh Seva Medal, and Ati Vishisht Seva Medal.

India Becomes the World's Third-Largest Domestic Aviation Market
• India emerged as the world's third-largest domestic aviation market in April 2024, surpassing Brazil and Indonesia.
• With 15.6 million scheduled airline seats, India ranked behind only the United States and China in domestic air traffic capacity.
• In the overall aviation sector, including international travel, India secured the fifth position globally in 2024.
• India climbed from fifth to third place in the domestic market over the last decade, reflecting rapid expansion in air travel.
• Among the top five domestic aviation markets, India recorded an average annual capacity growth of 6.9% between 2014 and 2024.
• Low-cost carriers (LCCs) accounted for 78.4% of India's domestic airline capacity, the highest share among the top five markets.
• IndiGo significantly expanded its presence, increasing its domestic capacity share from 32% in 2014 to 62% in April 2024.
• India's aviation infrastructure has also expanded, with operational airports rising from 74 in 2014 to 164 in 2025, while the aviation market is projected to reach USD 45.59 billion by 2034.
Call for a Uniform Nationwide Disability Pension System
• Experts have urged a major overhaul of India's disability welfare system through a nationwide minimum pension framework for Persons with Disabilities (PwDs).
• Despite advances in Digital India, Aadhaar-enabled DBT, and UPI, many PwDs remain excluded from uniform social security benefits.
• Article 41 of the Constitution directs the State to provide public assistance in cases of disablement, while Section 24 of the Rights of Persons with Disabilities Act, 2016 guarantees social security for PwDs.
• The Supreme Court has recognised the right to live with dignity as part of the fundamental right to life under Article 21, strengthening the case for disability pensions as a right rather than charity.
• Although the 2011 Census recorded 2.68 crore PwDs, current estimates place the figure between 4.5 and 6 crore people, highlighting the growing need for support.
• India spends only about 0.02% of its GDP on disability welfare, and disability pensions in many states range from just ₹300 to ₹500 per month.
• Experts have proposed a Minimum Universal Disability Pension Floor Rate (MUDPFR) to eliminate regional disparities while allowing states to provide additional benefits.
• Key challenges include fragmented administration, inadequate funding, weak employment incentives, and cumbersome verification processes that prevent many PwDs from accessing welfare schemes.

Maharashtra Women Farmers Empowerment Bill, 2026
• The Maharashtra Women Farmers Empowerment Bill, 2026, is set to be introduced during the Monsoon Session of the State Assembly beginning on 22 June 2026.
• The Bill aims to provide independent legal recognition to women farmers and improve their access to welfare schemes and institutional support.
• Maharashtra estimates that women constitute over 81% of its agricultural workforce, yet many benefits remain linked to land ownership.
• The proposed definition of "farmer" includes landowners, tenant cultivators, landless workers, migrant labourers, and women engaged in animal husbandry, fisheries, and horticulture.
• A digital platform is proposed to facilitate access to loans, subsidies, seeds, fertilisers, crop insurance, and market services.
• The government is considering the creation of a Maharashtra State Women Farmers Fund to support women in agriculture.
• A State-Level Monitoring Committee headed by the Chief Secretary may be established to oversee implementation of the proposed measures.
• Since agriculture falls under the State List of the Seventh Schedule, states have the authority to frame laws and welfare policies for the farming sector.
Kerala Vision 2031: Roadmap Towards a Women-Friendly State
• Kerala's Vision 2031 aims to transform the state into the most women-friendly state in India through gender-focused policies and reforms.
• The proposal includes a law modelled on Andhra Pradesh's Disha Act, providing for fast-track trials within 21 days in specified crimes against women.
• The plan seeks to strengthen policing through additional women police stations and more women Station House Officers (SHOs).
• A Distress Alert App and dedicated Pink Buses for night travel have been proposed to enhance women's safety in public spaces.
• Under the Priyadarshini Scheme, women and transgender persons will receive free travel on ordinary KSRTC buses from 15 June 2026.
• The Avalkoppam initiative aims to address domestic violence and dowry-related harassment through preventive measures and support systems.
• Vision 2031 proposes women-friendly infrastructure, including restrooms, eateries, and hostels in major towns to support travellers and tourists.
• Kerala has allocated ₹5,586.99 crore as the Gender Budget for 2026–27, out of a total plan outlay of ₹25,401 crore, reflecting its commitment to gender-inclusive development.
Gujarat Industrial Policy-2026 to Boost Investment and Employment
• The Gujarat Government is set to launch the Industrial Policy-2026 on 15 June at Mahatma Mandir, Gandhinagar.
• The policy aims to promote industrial investment, job creation, innovation, and sector-specific growth through targeted incentives.
• An 'Ultra Mega Industrial Unit' category has been introduced for projects investing at least ₹10,000 crore and generating a minimum of 3,000 jobs in priority sectors.
• Eligible ultra mega units may receive incentives of up to 40% of capital investment through subsidies and power tariff support.
• The number of thrust sectors has been expanded from 9 to 16, covering areas such as semiconductor ancillaries, textile waste recycling, nuclear power equipment, and drone manufacturing.
• Thrust sectors are priority industries identified by the government for special incentives and infrastructure assistance.
• Project THRIVE (Transition for Harmonized Relocation and Inclusive Vibrant Economy) proposes shifting industries from municipal areas to locations outside urban centres.
• The relocation initiative will be supported through financial incentives and faster approval mechanisms to encourage balanced industrial development.

First Women NDA Cadets Commissioned into the Indian Army
• President Droupadi Murmu reviewed the Passing Out Parade at the Indian Military Academy (IMA), Dehradun, on 13 June 2026.
• The parade marked the completion of training for the 158th Regular Course and the 141st Technical Graduate Course.
• Nine women cadets from the National Defence Academy (NDA) became the first women NDA batch to be commissioned as officers in the Indian Army.
• The entry of women into the NDA followed the Supreme Court's August 2021 decision allowing women to appear for the NDA examination.
• The Indian Military Academy, established in 1932 at Dehradun, is one of India's premier institutions for training Army officers.
• A total of 515 cadets passed out, including 481 Indian Gentleman Cadets and 34 foreign cadets from 16 friendly nations.
• The National Defence Academy is located at Khadakwasla near Pune and serves as the joint training academy for the armed forces.
• Apart from the Army, five women from the first NDA women batch were also commissioned into the Indian Air Force at the Air Force Academy, Dundigal, Hyderabad.
