Supreme Court: Strict Enforcement, Not New Laws, Needed to Curb Hate Speech
• The Supreme Court observed that the main solution to hate speech and hate crimes lies in stronger implementation of existing laws, not in creating fresh legislation.
• A Bench of Justice Vikram Nath and Justice Sandeep Mehta stated that social unrest continues mainly due to weak enforcement and delayed police response.
• The Court noted that India already has sufficient legal provisions under the IPC and other laws to deal with hate speech and communal offences.
• It emphasised that the real problem is delay in FIR registration, lack of accountability, and failure of authorities to act in time.
• The Supreme Court reiterated that police must immediately register FIRs on receiving hate speech complaints, as delay increases chances of violence.
• The Bench underlined that prompt action is essential to stop rumour-mongering and inflammatory speeches from escalating into communal tension.
• The Court clarified that no prior government sanction is required for a Magistrate to take cognisance of hate speech complaints, preventing procedural delays.
• The judgment stressed that hate speech harms constitutional values of fraternity and secularism, and constitutional protection is possible only through timely and unbiased policing under laws like IPC Section 153A and Section 295A, along with reasonable restrictions under Article 19(2).
APPOINTMENTS
Justice Anupinder Singh Grewal Appointed President of NCLT
• The Union government has approved the appointment of Justice Anupinder Singh Grewal (former judge of the Punjab & Haryana High Court) as the new President of the National Company Law Tribunal (NCLT).
• The Centre officially notified his appointment on 29 April 2026, bringing clarity to the tribunal's leadership.
• Justice Grewal will hold office for five years from the date he assumes charge or until he attains 67 years of age, whichever is earlier.
• The appointment is important because NCLT is a key quasi-judicial body dealing with corporate disputes, insolvency matters, and company law cases.
• Following this development, the Delhi High Court closed a pending petition challenging the appointment of the acting president, declaring it infructuous.
• The petition had questioned the appointment of Bachu Venkat Balaram Das as acting president of NCLT.
• The petitioner (a technical member appointed in October 2021) argued that the senior-most member based on date of joining, irrespective of category, should be made acting president.
• The Centre defended its decision by citing the convention that the senior-most judicial member is generally chosen for interim leadership, and with the appointment of a full-time President, the dispute has now effectively ended.
Telangana Appoints V. Hanumantha Rao and Shivadhar Reddy as Special Advisors
• The Telangana government has appointed senior Congress leader V. Hanumantha Rao and DGP B. Shivadhar Reddy as special advisors to strengthen welfare governance and security administration.
• V. Hanumantha Rao has been named Advisor for Backward Classes Welfare and Development, with a status equivalent to a Minister of State.
• He is a veteran politician with over 50 years of public life, and served as a Rajya Sabha MP from 2004 to 2016.
• He has also served as an MLA in undivided Andhra Pradesh, giving him strong legislative and governance experience.
• In his new role, Rao will guide policy-making, monitor welfare programmes, and recommend measures to improve socio-economic development of Backward Classes.
• B. Shivadhar Reddy, nearing retirement as Director General of Police (DGP), has been appointed as State Security Advisor for a three-year term.
• His responsibilities will cover law and order, internal security, crime control, narcotics regulation, and road safety.
• Shivadhar Reddy's post carries a rank equivalent to the Chief Secretary, showing the high importance Telangana is giving to internal security and public safety governance.
INTERNATIONAL NEWS
Vietnam President To Lam to Visit India (5–7 May 2026)
• India will host Vietnam's President To Lam on a state visit from 5 to 7 May, signalling stronger bilateral engagement.
• To Lam is also the General Secretary of the Communist Party of Vietnam, and will arrive with a high-level delegation including ministers and senior officials.
• This will be his first state visit to India after assuming office in April 2026.
• He will receive a ceremonial welcome and participate in key diplomatic-level interactions during the visit.
• Prime Minister Narendra Modi will hold detailed discussions with him on bilateral cooperation and major global and regional issues.
• President Droupadi Murmu is also expected to meet the Vietnamese leader as part of the official programme.
• The visit coincides with the 10th anniversary of the India–Vietnam Comprehensive Strategic Partnership (2016), under which ties expanded in defence, trade, energy and maritime cooperation.
• The itinerary includes visits to Bodh Gaya and Mumbai, reflecting India-Vietnam cultural linkages and growing economic cooperation, especially within the Indo-Pacific and Act East framework.

India's New Online Gaming Regulation to Begin from May 1, 2026
• India will enforce a new online gaming framework from 1 May 2026 under the Promotion and Regulation of Online Gaming Act, 2025, to control harmful money-based games while supporting safe digital gaming growth.
• A central regulator named the Online Gaming Authority of India (OGAI) has been created, headquartered in Delhi, to supervise the entire gaming ecosystem.
• OGAI will handle game classification, complaints, platform monitoring, and coordination with banks, payment gateways, and law enforcement agencies.
• The law introduces formal classification into online money games, permissible social games, and e-sports, based on factors like entry fees, prize money and financial risk.
• The authority must decide the category of a game within 90 days, reducing legal confusion between skill-based games and gambling-type platforms.
• Certain notified games and e-sports platforms must undergo mandatory registration, and approved operators will receive a digital certificate valid up to 10 years.
• User protection measures like age verification, parental controls, time restrictions, reporting tools, and grievance redressal systems have been made compulsory.
• A two-tier complaint mechanism has been introduced: first to the platform, then to OGAI, and finally appeal to the Secretary of MeitY, with each stage targeted to be resolved within 30 days, along with penalties for repeated or harmful violations.
FSSAI Proposes Total Ban on Plastic Packaging for Pan Masala and Gutka
• The Food Safety and Standards Authority of India (FSSAI) has proposed a complete ban on plastic sachet packaging for pan masala, gutka and similar products.
• The draft amendment is part of the Food Safety and Standards (Packaging) Regulations, 2018, and aims to replace plastic with eco-friendly materials.
• Under the proposal, packaging will be allowed only in paper, paperboard, cellulose and other naturally derived alternatives, eliminating single-use plastic waste.
• The ban covers all common plastics used in sachets such as polyethylene, polypropylene, polyester, PVC and multilayer laminates.
• It also restricts aluminium foil and metallised layers, which are widely used in pan masala sachets and are difficult to recycle.
• FSSAI has further prohibited certain copolymers like vinyl acetate–maleic acid–vinyl chloride, and inserted these restrictions into Schedule IV of the regulations.
• Pan masala has now been added as a separate category with strict packaging rules, aligning the move with the Plastic Waste Management Rules, 2016.
• FSSAI has invited public objections/suggestions within 30 days, and if implemented, the amendment will significantly impact the industry while supporting environment protection and public health, especially as many states already impose yearly bans on gutka and tobacco-based pan masala.

Indian Army to Host First Multilateral Exercise 'Pragati' in Meghalaya
• The Indian Army will conduct the first edition of Exercise Pragati at the Foreign Training Node, Umroi (Meghalaya).
• Military delegations from 11 friendly countries will participate, making it an important multilateral defence engagement.
• The exercise aims to strengthen defence cooperation, operational coordination, and joint preparedness among participating armies.
• A key objective is to enhance interoperability and mutual trust, allowing forces to share tactical experiences and improve combined response strategies.
• The exercise focuses on emerging regional challenges such as maritime security threats, humanitarian crises, and transnational risks.
• The name 'Pragati' stands for Partnership of Regional Armies for Growth and Transformation in the Indian Ocean Region, reflecting India's vision of collective security.
• Conducting the drill in Umroi, Northeast India, highlights the strategic value of the region in India's defence diplomacy and operational planning.
• The initiative supports India's role in ensuring stability in the Indian Ocean Region, while also aligning with the Act East Policy to strengthen ties with Southeast Asian and Indo-Pacific partners.

Prashast 2.0: Digital Platform for Early Disability Screening in Schools
• The Union government is set to launch Prashast 2.0, an upgraded digital app to identify 21 types of disabilities among children and strengthen support for Children With Special Needs (CWSN).
• The platform aims to improve early screening, faster intervention, and stronger inclusion of such children in mainstream schooling.
• Prashast 2.0 will enable school principals, teachers, and special educators to detect possible disabilities at the school level through structured observation.
• Teachers will receive training to recognise behavioural, learning, academic and social indicators that may suggest disability.
• The upgraded system will also simplify and speed up the disability certification process, reducing delays for families.
• Once identified, children can be quickly connected to relevant educational and welfare support mechanisms.
• The app is linked with the Samagra Shiksha Scheme, ensuring access to aids, therapy, special teaching support and inclusive education services.
• The project is being implemented by the Department of School Education and Literacy, and user testing is underway in multiple states, with around 100 teachers and special educators participating before its expected launch in May 2026.
