Rule 267 of the Rajya Sabha – Suspension of Business for Urgent Public Importance

• Rule 267 of the Rules of Procedure and Conduct of Business in the Council of States allows a Rajya Sabha member to seek suspension of the day's listed business to discuss a matter of urgent public importance, subject to the Chairman's approval.

• The Chairman of the Rajya Sabha (Vice-President of India) has complete discretion to admit or reject a Rule 267 notice, and no member has an automatic right to such a discussion.

• If admitted, the House suspends its scheduled agenda to take up the urgent issue, making Rule 267 an exceptional parliamentary procedure.

• On 22–23 July 2026, Opposition leaders, including Mallikarjun Kharge, Sandosh Kumar P, and Syed Naseer Hussain, submitted Rule 267 notices regarding the alleged NEET-UG 2026 paper leak, examination irregularities, and police action against student protesters.

• Rule 267 is considered a rarely invoked provision, reserved only for matters requiring immediate parliamentary attention.

• The last Rule 267 discussion accepted by the Rajya Sabha Chairman was in November 2016 on demonetisation during the tenure of Md. Hamid Ansari.

• Deputy Chairman Harivansh Narayan Singh has described the use of Rule 267 as appropriate only in the "rarest of rare" situations.

• Rule 267 differs from Rule 176, as Rule 267 suspends the day's business for urgent discussion, whereas Rule 176 permits a short-duration discussion without disrupting the scheduled agenda.

Internet Shutdowns in India: Legal Framework & Supreme Court Rulings

• The Union Government suspended mobile internet in parts of Central Delhi during the CJP’s ‘Chalo Sansad’ protest, citing public order and security concerns.

• India recorded 65 internet shutdowns in 2025, ranking second globally, with disruptions mainly imposed during protests, communal violence, conflicts, and religious events.

• Since 2016, India has accounted for 920 of 2,102 internet shutdowns worldwide (about 44%), with Jammu & Kashmir and Manipur witnessing some of the longest shutdowns.

• Internet suspension is governed by Section 20(2)(b) of the Telecommunications Act, 2023 and the Telecommunications (Temporary Suspension of Services) Rules, 2024.

• Under the 2024 Rules, every shutdown order must clearly mention the reasons, duration, and affected geographical area, and can generally remain in force for a maximum of 15 days, subject to review.

• Union or State Home Secretaries are authorised to issue internet shutdown orders, while Joint Secretaries may do so only in emergency situations.

• In Anuradha Bhasin v. Union of India (2020), the Supreme Court held that indefinite internet shutdowns are unconstitutional and must satisfy the tests of necessity, proportionality, and last resort.

• In Faheema Shirin v. State of Kerala (2019), the Kerala High Court recognised access to the Internet as part of the Right to Life under Article 21, while the Supreme Court has also affirmed press freedom under Article 19(1)(a) in Bennett Coleman (1972) and Indian Express Newspapers (1984).

Amish Shah Wins Democratic Nomination for Arizona’s 1st Congressional District

• Indian-American physician Amish Shah won the Democratic nomination for Arizona’s 1st Congressional District on 21 July 2026.

• Shah is an emergency physician and a three-term member of the Arizona House of Representatives, and will contest the November 2026 U.S. House election.

• He will face Republican candidate Jay Feely, a former NFL kicker endorsed by President Donald Trump.

• Arizona’s 1st Congressional District is considered one of the most competitive (toss-up) constituencies in U.S. congressional elections.

• Shah secured the Democratic nomination for the second consecutive election, defeating Marlene Galán-Woods, who was backed by the Democratic Congressional Campaign Committee (DCCC).

• Shah earlier served as an NFL physician, providing emergency medical care for the New York Jets, where Jay Feely had played.

• The United States House of Representatives consists of 435 voting members, and Arizona has nine congressional districts.

• In the 2024 election, Shah won the Democratic primary but lost the general election to David Schweikert; the 2026 election will determine the district’s next representative in the U.S. House.

Rajasthan Launches Mukhyamantri Yuva Suyog Platform

• Rajasthan launched the Mukhyamantri Yuva Suyog Platform in July 2026 from the Chief Minister’s official residence in Jaipur to promote youth participation in sports, skill development, employment, and community activities.

• The initiative was introduced on a pilot basis in Bagru Assembly constituency and Baran district, with registrations carried out through the Yuva Suyog Portal.

• The platform organises competitions in cricket, volleyball, kabaddi, and football, with winning local teams progressing to the Assembly constituency level.

• The state government will digitally map sports infrastructure in schools, colleges, panchayats, and urban wards to create a comprehensive sports facilities database.

• District-level Yuva Suyog Clubs will be established, and every registered participant will automatically become a member of these clubs.

• The initiative is linked with the Central Government’s MY Bharat programme and will be integrated with the MY Bharat Portal for youth engagement and coordination.

• The programme aims to strengthen grassroots youth participation through panchayat and ward-level networks, encouraging leadership, volunteerism, and civic involvement.

• At the launch, the Chief Minister interacted via video conference with young participants and sportspersons from Bagru and Baran, highlighting the platform’s role in expanding youth opportunities across Rajasthan.

Lovlina Borgohain Secures India’s First Medal at Commonwealth Games 2026

• Lovlina Borgohain became the first Indian medallist at the Commonwealth Games 2026 after advancing to the women’s 75 kg boxing semifinals.

• She is guaranteed at least a bronze medal, as she received a bye directly into the semifinal.

• In Commonwealth Games boxing, both losing semifinalists receive bronze medals, ensuring a medal for every semifinalist.

• Lovlina, an Olympic medallist, is scheduled to compete in her semifinal on 31 July 2026.

• The Commonwealth Games 2026 are being held in Glasgow, Scotland, from 23 July to 2 August 2026.

• India has sent a 124-member contingent, competing in 10 different sports at the Glasgow Games.

• Mirabai Chanu is the flag bearer for the Indian contingent at the opening ceremony held at OVO Hydro, Glasgow.

• The Commonwealth Games are a multi-sport event for Commonwealth nations, with boxing conducted in a knockout format that awards bronze medals to both defeated semifinalists.

2nd Bharat Green Hydrogen Summit 2026

• The 2nd Bharat Green Hydrogen Summit 2026 was held in New Delhi on 23 July 2026, organised by FICCI, with the theme “Positioning India as a Global Hydrogen Hub.”

• Green hydrogen is produced through electrolysis using electricity generated from renewable sources such as solar and wind, making it a low-carbon clean fuel.

• The National Green Hydrogen Mission promotes hydrogen production, storage, transport, hydrogen hubs, and domestic manufacturing of electrolysers to strengthen India's hydrogen ecosystem.

• Union Minister of State for New and Renewable Energy, Shripad Yesso Naik, addressed the summit through a video message, highlighting the government's clean energy initiatives.

• Gujarat showcased its strengths in the hydrogen sector, including renewable energy resources, ports, industrial infrastructure, and its dedicated Green Hydrogen Policy.

• During the summit, FICCI and EY released the report “Towards a Green Hydrogen Economy: India’s Export Competitiveness and Strategic Outlook” on India's global hydrogen opportunities.

• FICCI Director General Jyoti Vij stated that India aims to secure around 10% of the global green hydrogen market by 2030.

• The summit witnessed participation from policymakers, industry leaders, researchers, investors, and technology experts, while also highlighting India’s first indigenously developed hydrogen-powered train as a milestone in hydrogen mobility.
