Lok Sabha Clears Jan Vishwas (Amendment of Provisions) Bill, 2026

• On 1 April 2026, the Lok Sabha passed the Jan Vishwas (Amendment of Provisions) Bill, 2026.

• The Bill is aimed at strengthening trust-based governance and improving ease of living and ease of doing business.

• It focuses on removing criminal punishment for small and technical offences to reduce unnecessary litigation.

• The Bill proposes restructuring penalties and fines, ensuring punishments are proportionate to the seriousness of violations.

• It plans amendments in 79 Central Acts, which fall under 23 different Ministries, involving changes in 784 legal provisions.

• Out of these, 717 provisions will be decriminalised, mainly to create a more business-friendly regulatory environment.

• The remaining 67 provisions are meant to simplify routine compliance requirements for citizens and organisations.

• The Bill also introduces mechanisms for Adjudicating Officers and Appellate Authorities, continuing reforms similar to the Jan Vishwas Act, 2023, which decriminalised 183 provisions in 42 Acts under 19 Ministries/Departments.

Utkal Diwas / Odisha Foundation Day 2026 (1 April)

• Utkal Diwas is celebrated every year on 1 April as the State Foundation Day of Odisha.

• It commemorates the formation of Odisha on 1 April 1936, when it was separated from the Bihar and Orissa Province during British rule.

• In 2026, Odisha marked its 90th Foundation Day on 1 April 2026.

• Odisha Day is also popularly known as “Vishuva Milan”.

• In ancient history, Odisha was known by names such as Kalinga, Utakal, Udra, Toshali, and Kosala.

• The name Odisha is derived from the Odra tribe, which lived in the central region of the state.

• The 113th Constitutional Amendment Bill, 2011 officially changed the name from Orissa to Odisha.

• On this occasion, greetings were conveyed by President Droupadi Murmu, Vice President C.P. Radhakrishnan, and Prime Minister Narendra Modi.

APPOINTMENTS

Major Bureaucratic Reshuffle: Key Secretary-Level Appointments

• The government has approved a major bureaucratic reshuffle, involving fresh appointments across important ministries and departments.

• Chanchal Kumar has been appointed as the new Secretary, Ministry of Information & Broadcasting, replacing Sanjay Jaju.

• Sanjay Jaju has been shifted as Secretary, Ministry of Development of North Eastern Region (DoNER).

• Bhuvnesh Kumar has taken charge as Secretary, Ministry of Tourism, while Srivatsa Krishna has been moved as Secretary, Ministry of Minority Affairs.

• Vir Vikram Yadav has been appointed as Director General, DGCA, succeeding Faiz Ahmed Kidwai.

• Faiz Ahmed Kidwai has been reassigned as Additional Secretary, Department of Personnel and Training (DoPT).

• Sanjay Lohia has been appointed as Special Secretary, Department of Financial Services, and is likely to take over after the present officer retires.

• Abhishek Singh, CEO of the India AI Mission, has been appointed as Director General, National Testing Agency (NTA).

Tom Suozzi Appointed Vice-Chair of Congressional Caucus on India and Indian Americans

• Tom Suozzi has been appointed as the Democratic Vice-Chair of the bipartisan Congressional Caucus on India and Indian Americans.

• The announcement was made by the Caucus Chairman Ro Khanna.

• The move is aimed at strengthening India–US engagement at the legislative and policy level.

• Suozzi’s appointment reflects his long-standing involvement in promoting India-US relations.

• His new role gives him an important leadership position to support deeper bilateral cooperation.

• He has previously visited India and taken part in initiatives such as the Kartarpur Corridor visit.

• The caucus works to enhance diplomatic, economic, and cultural ties between India and the United States.

• Suozzi represents a constituency with a significant Indian-American population, strengthening his connection with the community.

Tripura Panchayats Shine in Panchayat Satat Vikas Awards 2025

• Three Panchayats from Tripura secured top ranks in the Deen Dayal Upadhyay and Nanaji Deshmukh Panchayat Satat Vikas Awards 2025.

• These awards are given for excellence in sustainable, inclusive, and development-oriented rural governance.

• Sepahijala district was declared the best District Panchayat in India.

• Kanchabari Gram Panchayat secured 1st position in the Health-Friendly category.

• Baikunthapur achieved 3rd position in the Women-Friendly category.

• Award-winning Panchayats will receive financial incentives ranging from ₹50 lakh to ₹5 crore.

• The recognition highlights Tripura’s progress in public health delivery and grassroots governance reforms.

• It also reflects the state’s growing success in women-centric development and overall sustainable rural development.

Centre Releases 15th Finance Commission Grants for Rural Local Bodies (FY 2025–26)

• The Central Government approved and released 15th Finance Commission grants (both tied and untied) for FY 2025–26 to strengthen local governance.

• These grants support Panchayati Raj Institutions (PRIs) in implementing grassroots development and rural infrastructure works.

• Telangana received over ₹247 crore as the first instalment, benefiting around 12,600 Gram Panchayats.

• Uttarakhand received over ₹91 crore as the second instalment, supporting 13 District Panchayats, 95 Block Panchayats, and about 8,000 Gram Panchayats.

• Maharashtra received over ₹109 crore in two tranches, including previously withheld portions of the first and second instalments.

• Meghalaya received ₹27 crore as the second instalment of untied grants for FY 2021–22.

• Overall, more than ₹2,461 crore was released to eight states, including tied grants for rural local bodies in Chhattisgarh, Gujarat, Madhya Pradesh, Punjab, and Sikkim, along with pending releases for Himachal Pradesh and Odisha.

• Major state-wise allocations included Madhya Pradesh (₹945+ crore), Gujarat (₹764+ crore), Chhattisgarh (₹387 crore), Punjab (₹332+ crore), Odisha (₹35+ crore), Himachal Pradesh (₹14 crore), Sikkim (₹10+ crore), and Tripura (₹68+ lakh), as detailed by the Ministry of Panchayati Raj.

SUMMIT AND CONFERENCE

5th India–Mozambique Joint Defence Working Group Meeting (Maputo, 2026)

• The 5th India–Mozambique Joint Defence Working Group (JDWG) meeting was held in Maputo from 1–2 April 2026.

• The meeting was conducted to further strengthen bilateral defence cooperation between both nations.

• Discussions focused on increasing structured military exchanges and expanding defence engagement.

• Both sides explored opportunities for joint training programmes and capacity-building initiatives.

• Improving Maritime Domain Awareness (MDA) and cooperation in maritime security was a key agenda.

• Collaboration on military exercises and possible defence equipment supply was also reviewed.

• India was represented by Amitabh Prasad (Joint Secretary, Ministry of Defence), while Mozambique was led by Permanent Secretary Casimiro Augusto Muieo.

• The meeting reaffirmed commitment towards regional security, stability, and a future-oriented defence roadmap.

India Tops Globally in Issuing Nagoya Protocol Compliance Certificates (IRCCs)

• India has become the world’s leading country in issuing Internationally Recognized Compliance Certificates (IRCCs) under the Nagoya Protocol on Access and Benefit-Sharing (ABS).

• IRCCs act as official proof that users of genetic resources have followed the required legal and regulatory procedures.

• These certificates confirm that Prior Informed Consent (PIC) has been obtained from the resource provider.

• They also ensure that Mutually Agreed Terms (MAT) have been finalized between the users and providers of genetic resources.

• IRCCs promote transparency in the use of biological resources and support fair benefit-sharing.

• According to data from the ABS Clearing-House, India has issued 3,561 IRCCs out of the global total of 6,311.

• India contributes over 56% of all IRCCs worldwide, while only 34 out of 142 registered countries have issued such certificates.

• France stands second with 964 IRCCs, followed by countries like Spain, Argentina, Panama, and Kenya, and India’s performance reflects strong implementation of the Biological Diversity Act, 2002.
