Right to Protest in India: Constitutional Framework and Legal Limits
• The Right to Protest is a vital democratic freedom in India, derived from Article 19(1)(a) (freedom of speech and expression) and Article 19(1)(b) (right to assemble peacefully and without arms), enabling citizens to express dissent through peaceful means.
• These rights are not absolute and are subject to reasonable restrictions under Articles 19(2) and 19(3) in the interests of sovereignty, security of the State, public order, decency, morality, and prevention of offences.
• The tradition of peaceful public demonstrations traces its roots to Mahatma Gandhi’s Satyagraha movement, and the Constitution preserved this democratic mechanism after Independence.
• In Himat Lal K. Shah v. Commissioner of Police (1973), the Supreme Court held that while the State may regulate public assemblies, it cannot impose arbitrary or blanket prohibitions on peaceful protests.
• In Mazdoor Kisan Shakti Sangathan v. Union of India (2018), the Court directed authorities to create designated protest sites, maintain buffer zones around sensitive institutions, and regulate demonstrations to balance public order and democratic rights.
• In Amit Sahni v. Commissioner of Police (2020) (Shaheen Bagh Case), the Supreme Court ruled that public roads and public spaces cannot be occupied indefinitely, and protests should be confined to designated locations.
• Organisers of demonstrations are generally required to obtain prior police and administrative permission, enabling authorities to manage security, crowd control, and traffic arrangements.
• To prevent threats to public order and safety, authorities may issue prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, restricting unlawful assemblies in sensitive or emergency situations.

Kanishka Narayan Becomes UK’s First Cabinet-Level Minister for Artificial Intelligence
• Kanishka Narayan was appointed the United Kingdom’s Minister for Artificial Intelligence on 21 July 2026, becoming the first AI Minister to hold Cabinet rank.
• An Indian-origin Labour politician, Narayan was born in Muzaffarpur, Bihar, and later moved to Cardiff, Wales, where he built his political career.
• He has represented the Vale of Glamorgan as a Member of Parliament since 2024 and previously served as Parliamentary Under-Secretary of State for AI and Online Safety from September 2025 to July 2026.
• The newly created Cabinet-level AI portfolio reflects the UK Government’s increased focus on artificial intelligence, digital regulation, and online safety.
• During the Cabinet reshuffle, the Department for Science, Innovation and Technology (DSIT) was dissolved, with its responsibilities transferred to the Department for Business and Trade and the Culture Department.
• The appointment marks the first time AI policy has been represented directly in the UK Prime Minister’s Cabinet, strengthening coordination on emerging technologies.
• The House of Commons, where Narayan serves as an MP, is the elected lower house of the UK Parliament, while Whitehall remains the administrative centre of the British Government.
• The move aligns with the UK’s broader strategy to establish itself as a global leader in artificial intelligence, supported by its strong research ecosystem, technology firms, and innovation-driven economy.
Anurag Jain Appointed Chief Executive Officer of NITI Aayog
• Anurag Jain, a 1989-batch IAS officer of the Madhya Pradesh cadre, was appointed as the Chief Executive Officer (CEO) of NITI Aayog on 22 July 2026 for a two-year term.
• The appointment was approved by the Appointments Committee of the Cabinet (ACC), the authority responsible for senior appointments in the Union Government.
• NITI Aayog (National Institution for Transforming India), established on 1 January 2015, serves as the Government of India’s premier policy think tank, replacing the Planning Commission.
• The Prime Minister of India is the Chairperson of NITI Aayog, while the CEO oversees its administrative functions, policy coordination, and inter-ministerial collaboration.
• Before joining NITI Aayog, Anurag Jain served as the Chief Secretary of Madhya Pradesh, the highest-ranking civil servant in the state administration.
• During his administrative career, he contributed extensively to infrastructure development, industrial policy, governance reforms, and public administration.
• Anurag Jain succeeds B.V.R. Subrahmanyam, whose extended tenure as CEO concluded in July 2026.
• The appointment reinforces NITI Aayog’s role in driving policy innovation, cooperative federalism, and long-term national development planning.

France Becomes First EU Nation to Ban Social Media for Children Under 15
• France approved a landmark law on 21 July 2026 banning social media access for children below 15 years, becoming the first European Union country to introduce such a nationwide restriction.
• The legislation requires major social media platforms to implement robust age-verification systems, with compliance monitored by Arcom, France’s audiovisual and digital communications regulator.
• The ban will be implemented in two phases—from 1 September 2026, children under 15 will be barred from creating new social media accounts, while existing accounts will be restricted from January 2027.
• The law provides exemptions for online encyclopedias, educational directories, and scientific directories, which are not classified as social networking services.
• The measure strengthens France’s 2023 law, which had already made parental consent mandatory for children under 15 registering on social media platforms.
• President Emmanuel Macron backed the legislation as part of his digital safety agenda during his final presidential term.
• French lawmakers cited growing concerns over the mental health of children and adolescents, including depression, anorexia, self-harm, and teenage suicides, as key reasons for the reform.
• The new framework places legal responsibility on social media companies to enforce age restrictions and protect minors through effective digital safety measures.
President Droupadi Murmu Pays Historic State Visit to Moldova
• President Droupadi Murmu visited the Republic of Moldova on 20 July 2026, marking the first-ever state visit by an Indian President since the establishment of diplomatic relations in 1992.
• During talks with President Maia Sandu in Chisinau, both leaders discussed expanding cooperation in trade, technology, education, healthcare, agriculture, renewable energy, and clean energy.
• The visit emphasized the "3 Ts"—Trade, Technology, and Talent, with a focus on collaboration in artificial intelligence, cyber diplomacy, pharmaceuticals, information technology, investment, and innovation.
• President Murmu also met Igor Grosu, President of the Parliament of Moldova, and interacted with members of the Moldova–India Parliamentary Friendship Group.
• An India–Moldova Business Forum was organised to strengthen business partnerships and promote bilateral trade and investment opportunities.
• India announced the doubling of Indian Technical and Economic Cooperation (ITEC) training slots for Moldova, enhancing capacity-building and professional development.
• As a symbol of friendship, President Murmu presented a bust of Mahatma Gandhi to President Maia Sandu and paid tribute at the Monument of Ștefan cel Mare și Sfânt in Chisinau.
• The visit also resulted in the recognition of Moldovan veterinary degrees in India, strengthening educational cooperation and facilitating professional qualification equivalence between the two countries.

India Launches Nationwide Campus Biodiversity Register (CBR) Initiative
• India launched the Campus Biodiversity Register (CBR) Initiative for higher educational institutions on 21–22 July 2026 to document biodiversity across college and university campuses.
• The programme is jointly implemented by the National Biodiversity Authority (NBA) and the Nature Conservation Foundation (NCF), Mysuru, under India’s biodiversity documentation framework.
• A Campus Biodiversity Register (CBR) records the flora, fauna, and other life forms present within an educational institution, with the objective of preparing one register for every participating campus.
• Students, researchers, and faculty will document species using citizen science platforms such as iNaturalist, eBird, and SeasonWatch, encouraging public participation in biodiversity monitoring.
• The initiative is based on the People’s Biodiversity Register (PBR) model, which documents biological resources and traditional knowledge at the local level under the Biological Diversity Act, 2002.
• Kerala became the first state to complete People’s Biodiversity Registers across all local bodies and launched Phase II of its Campus Biodiversity Register programme in June 2026.
• The National Biodiversity Authority is a statutory body established under the Biological Diversity Act, 2002, while the Nature Conservation Foundation is a leading conservation research organisation headquartered in Mysuru, Karnataka.
• Registration for colleges and universities remains open until November 2026, and the nationwide biodiversity documentation exercise is scheduled to conclude by June 2027.
Indian Railways Achieves 99.6% Broad Gauge Electrification
• Indian Railways electrified 99.6% of its broad gauge network as of 22 July 2026, becoming the world’s second-most electrified large railway system after Switzerland (100%).
• Since 2014, the Railways have electrified 48,072 route kilometres, compared to 21,801 route kilometres completed during the six decades prior to 2014.
• The large-scale electrification drive has expanded electric traction across main routes, branch lines, and freight corridors, improving operational efficiency and sustainability.
• Diesel consumption for train operations declined sharply from 293 crore litres (2015–16) to 108 crore litres (2024–25), reducing dependence on imported fossil fuels.
• Indian Railways had commissioned over 1,260 MW of renewable energy capacity by June 2026, comprising approximately 1,161 MW of solar power and 103 MW of wind power.
• All new railway lines and multi-tracking projects are now planned with integrated electrification infrastructure, supporting a fully electric rail network.
• Compared with other major railway systems, China has 82% electrification, Spain 67%, Japan 64%, France 60%, and the United Kingdom 39%, while Switzerland remains fully electrified.
• Union Railway Minister Ashwini Vaishnaw presented the electrification achievements in the Lok Sabha on 22 July 2026, highlighting the Railways' progress in clean energy transition and low-carbon transportation.

Killai Becomes Tamil Nadu’s First Fully Operational Climate Resilient Village
• Killai village in Cuddalore district became Tamil Nadu’s first fully operational Climate Resilient Village on 22 July 2026 under the Tamil Nadu Climate Change Mission.
• Launched in 2022–23, the Climate Resilient Villages Programme covers 11 villages across 11 districts, with Killai becoming the first to implement the complete climate resilience framework.
• The initiative focuses on coastal climate adaptation, addressing challenges such as cyclones, sea-level rise, coastal erosion, saline intrusion, and biodiversity loss, while supporting sustainable livelihoods for fishing communities.
• The project was implemented at a cost of ₹230.15 lakh through funding from the District Climate Change Mission and Corporate Environmental Responsibility (CER) initiatives.
• A key achievement was the restoration of a 3-km stretch of the Buckingham Canal, including desilting, plastic waste removal, elimination of invasive Prosopis juliflora, and plantation of over 3,000 native mangrove saplings.
• The village has adopted renewable energy-based infrastructure, including solar panels on public buildings, solar street lights, solar parks, solar dryers, and solar-powered cold storage facilities.
• The project combines ecosystem restoration, clean energy adoption, and community participation, creating a model for climate-resilient rural development.
• The Buckingham Canal, an important artificial waterway across Tamil Nadu and Andhra Pradesh, plays a significant role in the village’s ecological restoration and climate adaptation efforts.
Chhattisgarh Approves 10% Reservation for Agniveers in Class-III Government Posts
• Chhattisgarh Cabinet approved 10% reservation for Agniveers in direct recruitment to selected Class-III state government posts on 22 July 2026.
• The reservation has been implemented through the Chhattisgarh Reservation of Vacancies in Class-III Civil Services for Agniveer Soldiers Rules, 2026, approved under the leadership of Chief Minister Vishnu Deo Sai.
• The policy covers direct recruitment to Police Constable, Forest Guard, and Jail Warder posts under the respective state departments.
• Only Agniveers belonging to Chhattisgarh who have successfully completed four years of service under the Agnipath Scheme and possess a valid discharge certificate are eligible.
• The Agnipath Scheme provides a four-year tenure in the Indian Armed Forces, followed by discharge benefits and other service-related entitlements for eligible personnel.
• The reservation applies specifically to selected operational and field-level Class-III posts, which are generally filled through direct recruitment.
• The proposal was first announced in the Chhattisgarh Legislative Assembly on 26 July 2024, before being formally approved by the Cabinet in 2026.
• The decision reflects the State Government’s authority to frame recruitment and reservation rules for services under its administrative control, in accordance with constitutional and statutory provisions.

Indian Grandmasters Shine at Menuires International Chess Championship 2026
• Grandmaster S. Rohith Krishna of Tamil Nadu won the gold medal, while Grandmaster Raja Rithvik of Telangana secured the silver medal at the Menuires International Chess Championship held in France.
• The tournament, officially known as the 1st Open International d’Échecs des Menuires, was conducted from 11–18 July 2026 at Le Break des Menuires in the French Alps, with the results announced on 19 July 2026.
• The championship featured 86 players from various countries and followed a nine-round Swiss-system format.
• Rohith Krishna and Raja Rithvik both finished unbeaten, scoring 7 points from 9 rounds, with Rohith clinching the title on a tie-break score of 43, ahead of Rithvik’s 41.5.
• Seeded fourth, Raja Rithvik recorded five wins and four draws, including a final-round victory over French Grandmaster Maxime Lagarde (2622) despite having a lower rating of 2521.
• Grandmaster Omelja Artem of France finished third, claiming the bronze medal with 6.5 points.
• The event was conducted under the regulations of FIDE (Fédération Internationale des Échecs), the global governing body for international chess.
• The championship highlighted the strong performance of Indian chess players on the global stage, with Indian Grandmasters securing the top two positions in the inaugural edition of the tournament.
