ECI Transfers in Poll-Bound States Trigger Constitutional Debate (2026)
• The Election Commission of India (ECI) sparked a major constitutional debate after transferring senior officials like the Chief Secretary and DGP of West Bengal after the 2026 Assembly election announcement.
• Similar overnight transfers of top IAS/IPS officers were also reported in Assam, Kerala, Tamil Nadu, and Puducherry, raising concerns of administrative overreach.
• The ECI justified the action by citing its duty to ensure free, fair, and impartial elections, while states argued the transfers violate administrative federalism.
• Under Article 324, the ECI has the power of superintendence, direction, and control of elections, and the Supreme Court has called this a reservoir of plenary power where law is silent.
• However, as held in Mohinder Singh Gill v. Chief Election Commissioner (1978), Article 324 powers are not unlimited and must follow existing laws, natural justice, and rule of law principles.
• The Representation of the People Acts (1950 & 1951) provide election procedure but do not clearly grant explicit power to the ECI to transfer top state officials without consultation.
• Section 13CC of RPA 1950 allows election duty officers to be treated as being on deputation to the ECI, but the All India Services Act keeps transfer control primarily with the state government.
• Such transfers are defended as necessary for neutrality, preventing misuse of state machinery, ensuring a level playing field, and building public confidence in elections.
• Major concerns include administrative disruption, demoralisation of civil services, rising Centre–State tensions, and lack of transparency in identifying “biased” officers.
• The way forward includes framing clear SOPs, creating a consultative transfer mechanism, seeking updated Supreme Court clarity, and balancing election integrity with constitutional federal structure.

Income Tax Department Launches ‘Kar Saathi’ Website for Easier Tax Services
• The Income Tax Department has launched a new official website called ‘Kar Saathi’ to simplify tax-related services.
• The platform has been developed to make tax filing easier and improve user convenience.
• It provides a single integrated portal containing complete information related to direct taxes.
• An AI-based assistant named ‘Kar Saathi’ has also been introduced along with the website.
• This AI tool offers 24×7 support, answering queries and guiding users through tax procedures.
• The initiative is part of the government’s wider push towards modernising tax administration through technology.
• CBDT Chairman Ravi Agarwal highlighted this initiative during the launch of ‘PRARAMBH’, an outreach programme linked to tax reforms.
• PRARAMBH stands for “Policy Reform and Responsible Action for Mission Viksit Bharat” and supports the shift to the Income Tax Act, 2025, including reduction of rules (510 to 333) and forms (399 to 190).

₹700 Crore Bypass Road Announced in Ujjain for Simhastha Mahakumbh 2028
• A new bypass road project worth over ₹700 crore has been announced in Ujjain ahead of Simhastha Mahakumbh 2028 by Mohan Yadav.
• The Bhoomi Pujan for the project has already been completed, marking the start of construction preparations.
• This bypass road is being developed to handle the massive movement of devotees expected during the Mahakumbh.
• Simhastha Mahakumbh has been described as the world’s largest religious gathering, requiring large-scale planning.
• Around 35 to 40 crore pilgrims are expected to visit Ujjain during the 2028 event.
• The bypass road is expected to reduce traffic congestion and ensure smoother travel for vehicles and pilgrims.
• Several supporting works such as road widening, beautification, parking zones, and modern bus terminals have also been proposed.
• Drainage and sewerage upgrades across the city have been included to improve civic management during the event.
• More than ₹2,500 crore has been planned for overall infrastructure development in Ujjain over the next two years.
• The project aligns with the broader plan to develop Ujjain as a “Time Capital” and Science City, blending spirituality with modern development.
