Supreme Court Directions on Dowry Laws

• On 20 August 2026, the Supreme Court Bench of Justice Sanjay Karol and Justice Augustine George Masih issued directions to strengthen implementation of dowry-related laws.

• States and UTs were directed to strengthen Dowry Prohibition Officers, One Stop Centres, Family Counselling Centres, Women Help Desks and victim-assistance mechanisms.

• Courts must give priority to cases under Sections 304-B and 498-A IPC, corresponding to Sections 80 and 85 BNS, and review cases pending for more than three years.

• Charges should preferably be framed within 60–90 days, with continuous recording of evidence and prompt appearance of accused after filing of the charge-sheet.

• Courts should regulate adjournments, ensure effective witness management and prepare a witness calendar after framing of charges.

• High Courts should use digital dashboards, stage-wise pendency tracking and automated alerts to monitor old and pending cases.

• The Court directed regular training and awareness programmes for judges, police, prosecutors and other stakeholders on dowry, gender equality and women’s rights.

• The Dowry Prohibition Act, 1961 prohibits giving, taking and demanding dowry; key provisions include Sections 2, 3, 4, 4-A, 5, 6, 8-A and 8-B, while the Court stressed coordinated action by the Legislature, Judiciary, law-enforcement agencies and civil society.

Union Territory of Ladakh High Court Sitting Regulation, 2026

• President Droupadi Murmu promulgated the Union Territory of Ladakh (Sitting of Bench of the High Court of Jammu and Kashmir and Ladakh in Ladakh) Regulation, 2026 on 27 August 2026.

• The Regulation was issued under Article 240 of the Constitution and Section 58(2) of the Jammu and Kashmir Reorganisation Act, 2019.

• It provides a legal framework for sittings of Judges and Division Courts of the common High Court of Jammu and Kashmir and Ladakh within Ladakh.

• The Chief Justice may determine the venue for High Court sittings in Ladakh, subject to the approval of the Lieutenant Governor of Ladakh.

• The principal seat of the High Court of Jammu and Kashmir and Ladakh remains unchanged, while cases originating from Ladakh may also be directed to be heard at Jammu or Srinagar.

• The Union Cabinet approved the proposal on 20 August 2026, and the regulation was subsequently published by the Ministry of Law and Justice in the Gazette of India Extraordinary.

• Article 240 empowers the President to make regulations for certain Union Territories, while the Jammu and Kashmir Reorganisation Act, 2019 provides the statutory framework for the common High Court.

• The Regulation will come into force on a date separately notified by the Administrator of Ladakh in the Official Gazette, enabling direct High Court sittings in Ladakh and improving access to justice in the Union Territory.

INTERNATIONAL NEWS

Lake Ontario Renaming by the United States

• On 27 August 2026, U.S. President Donald Trump signed an executive order directing the federal government to rename Lake Ontario as “Lake America.”

• The order directed the U.S. Department of the Interior to update the Geographic Names Information System (GNIS) within 30 days.

• Lake Ontario is one of the five Great Lakes of North America, along with Superior, Michigan, Huron and Erie.

• Lake Ontario lies along the United States–Canada border, making its naming a matter involving both countries.

• The Geographic Names Information System (GNIS) is the U.S. federal database for standardising geographic names and is maintained by the U.S. Geological Survey under the Department of the Interior.

• Canadian Prime Minister Mark Carney rejected the proposed renaming, stating that Canadians would continue to use the name Lake Ontario.

• The U.S. President’s order cannot unilaterally change the name of the Canadian portion of an international lake or legally compel Canada and foreign mapmakers to adopt the new name.

• The development occurred amid strained U.S.–Canada trade relations, following the imposition of 50% U.S. tariffs on about $20 billion of Canadian imports and Canada’s retaliatory tariff measures.

NATIONAL NEWS

Legal Metrology (Indian Standard Time) Rules, 2026

• The Department of Consumer Affairs notified the Legal Metrology (Indian Standard Time) Rules, 2026 on 27 August 2026 under Section 52 of the Legal Metrology Act, 2009.

• The Rules make Indian Standard Time (IST) the sole mandatory time reference for legal, administrative, commercial and official purposes across India.

• IST is based on UTC+5:30, and India does not observe daylight saving time.

• The CSIR–National Physical Laboratory (NPL), New Delhi will maintain UTC(NPLI), the national reference time scale from which official IST is derived.

• Official IST will be disseminated through Regional Reference Standards Laboratories and ISRO’s NavIC satellite navigation system, which also provides positioning, navigation and timing services.

• Critical sectors such as telecommunications, digital payments and power grids must synchronise their systems with IST using Network Time Protocol (NTP) and Precision Time Protocol (PTP).

• The Rules will come into force 180 days after publication in the Official Gazette, making mandatory compliance applicable around March 2027.

• Unauthorised use of alternative time references or non-compliance with the Rules for administrative and commercial purposes will attract penalties under the Legal Metrology Act, 2009 from the date of enforcement.

STATE NEWS

Delhi Lakshmi Yojana

• Delhi Lakshmi Yojana was launched on 26 August 2026 at Talkatora Stadium, New Delhi, providing ₹2,500 per month to eligible women aged 21–60 years from lower-income families.

• The monthly assistance is divided into ₹1,500 deposited in a locked FD/RD until 31 July 2029 and ₹1,000 credited to a Central Bank Digital Currency (CBDC) wallet.

• To qualify, a woman must be a registered Delhi voter, and her family must have been residing in Delhi for at least 10 years.

• Another eligibility condition is that the household’s annual electricity consumption must not exceed 2,400 units in the preceding year.

• The online registration portal opened on 1 August 2026. By the launch, over 9.22 lakh women had registered, with 6.52 lakh completed applications recorded.

• On the launch day, approximately 4,000–4,190 sanction letters were issued, although some reports stated that around 2,500 women physically received approval certificates.

• The Delhi Government has allocated ₹5,100 crore for the scheme in 2026–27, with a target of covering more than 17 lakh women.

• The scheme was earlier announced as the Mahila Samriddhi Yojana, and its payment structure combines direct digital assistance with a locked savings component aimed at providing longer-term financial support.

Telangana Launches Gold and Copper Exploration in Karnataka

• Telangana launched a gold and copper exploration programme at Lingadahalli village, Devadurga taluk, Raichur district, Karnataka, on 27 August 2026.

• The Devadurga mineral exploration block covers 199.13 sq km and was allotted through an auction conducted by the Union Ministry of Mines.

• The project marks the first entry of Singareni Collieries Company Limited (SCCL) into exploration of critical and strategic minerals such as gold and copper.

• SCCL is a state-owned coal mining enterprise with more than 136 years of history, traditionally associated with coal mining and now expanding into mineral exploration.

• The exploration agreement for the Devadurga block was signed in Bengaluru on 6 August 2026 between Karnataka Mines and Geology Department Director Rangappa and SCCL Director K. Venkateshwarlu.

• SCCL Chairman and Managing Director Dr. Buddha Prakash Jyoti announced the exploration licence on 15 August 2026 during Independence Day celebrations.

• Telangana Deputy Chief Minister Mallu Bhatti Vikramarka also discussed a proposed joint venture between SCCL and Karnataka Power Corporation Limited with Karnataka Energy Minister K. J. George, particularly in relation to coal supply for thermal power plants.

• Authorities directed officials to establish a dedicated site office and helipad at Devadurga to support field operations, logistics and supervision during mineral exploration.

Tamil Nadu Notifies Three New Elephant Corridors in Cauvery North Wildlife Sanctuary

• Tamil Nadu notified three new elephant corridors on 28 August 2026 in the Cauvery North Wildlife Sanctuary under the Hosur Forest Division, strengthening the trans-Cauvery movement route between Tamil Nadu and Karnataka.

• The Jawalagiri-Ulibanda-Thaggatti corridor is 18.50 km long, has a width of 0.73–3.20 km, and covers 3,241.53 hectares.

• The Jawalagiri-Panai-Anchetty corridor measures 20.90 km in length, with a width of 0.80–5.00 km, and covers 6,881.47 hectares.

• The Bilikkal-Jawalagiri corridor is 2.20 km long, has a width of 0.66–1.50 km, and covers 196 hectares.

• All three corridors lie within reserved forest and sanctuary boundaries, and the notification affects no private land, public land or revenue village.

• The Madras High Court held on 31 July 2026 that removal of encroachments was not a prerequisite for notifying elephant corridors and had earlier directed the State to expedite notification of 41 ground-validated corridors.

• The Tamil Nadu Government began ground verification on 8 February 2025, funded by the State Planning Commission, to reassess the ecological validity of corridors identified by the Tamil Nadu Elephant Corridors Committee.

• Elephant corridors help prevent habitat fragmentation, facilitate seasonal movement and maintain genetic exchange among elephant populations. The Asian elephant is classified as Endangered on the IUCN Red List, and India has the world’s largest population of Asian elephants.

SPORTS

India’s Esports Contingent for Asian Games 2026

• The Ministry of Youth Affairs and Sports approved a 15-member Indian esports contingent for the 20th Asian Games on 22 August 2026.

• The esports contingent is part of India’s 492-member multi-sport delegation for the Asian Games, scheduled in Aichi-Nagoya, Japan, from 19 September to 4 October 2026.

• The esports competition will be held from 23 September to 2 October 2026, with esports featuring as a medal event.

• India received clearance to compete in four esports titles: League of Legends, Pokémon UNITE, eFootball and Puyo Puyo Champions.

• The Pokémon UNITE squad consists of six players, led by captain Adnan Mohammed Badshah, while the six-member League of Legends squad is captained by Akshaj Shenoy.

• Chinmay Sahoo and Danial Shakeel Patel will represent India in eFootball, while Paritosh from Rohtak, Haryana, is the sole Indian representative in Puyo Puyo Champions.

• The four games represent different competitive formats: League of Legends is a multiplayer online battle arena game, Pokémon UNITE is a team-based battle game, eFootball is a football simulation game, and Puyo Puyo Champions is a puzzle game.

• The Indian esports contingent will compete under the country’s recognised national selection framework, with the Esports Federation of India (ESFI) serving as the national body associated with India’s competitive gaming representation.

SUMMIT AND CONFERENCE

18th BRICS Summit 2026

• India will host the 18th BRICS Summit in New Delhi on 12–13 September 2026 at Bharat Mandapam.

• India’s BRICS Chairship 2026 is guided by the theme “Building for Resilience, Innovation, Cooperation and Sustainability.”

• India assumed the BRICS Chairship on 1 January 2026 and had previously chaired the grouping in 2012, 2016 and 2021.

• BRICS originally comprised Brazil, Russia, India, China and South Africa and has expanded to include countries such as Egypt, Ethiopia, Iran, Saudi Arabia and the UAE.

• The 2026 summit marks the 20th anniversary of BRICS, which was established as BRIC in 2006 and became BRICS after South Africa joined in 2010.

• During India’s chairship, more than 350 meetings and high-level engagements have been organised across 25 Indian cities.

• The first BRICS Summit was held at Yekaterinburg, Russia, in 2009, while the New Development Bank, a BRICS-linked multilateral development bank, was established in 2014.

• BRICS discussions commonly cover trade, finance, energy, digital cooperation and global governance, while New Delhi has prepared multi-layered security and surveillance arrangements for the 2026 summit.

MISCELLANEOUS

India’s Rice Exports to 26 Priority Markets

• India’s rice exports to 26 priority markets reached ₹23,476 crore, with an export volume of 4.79 million tonnes between November 2025 and March 2026.

• The data was analysed by the Indian Rice Exporters Federation on 26 August 2026 and compared with the corresponding three-year average.

• Export value increased by 1.1%, while export volume rose by 5.6% compared with the three-year average, indicating growth in India’s rice trade across priority markets.

• The United Arab Emirates recorded the highest year-on-year growth in export value at 65%, reaching ₹3,859.04 crore, while its export volume increased by 64%.

• Several European markets also recorded strong growth: Belgium (53.8%), Germany (33.5%), France (31.3%) and the United Kingdom (26.9%) increased their export values.

• Among emerging markets, South Africa recorded a 42.9% increase in export volume, while Mexico recorded a 50.9% rise in shipments and 22.1% growth in export value; Senegal’s export volume increased by 29.9%.

• Iran accounts for about 7% of India’s global rice shipments, and exports to Iran are expected to continue through alternative payment routes involving countries such as the UAE, Germany, China and Turkey.

• India is pursuing a cuisine-led export strategy, with APEDA and the Indian Rice Exporters Federation matching Indian rice varieties with local food preferences. The Bharat International Rice Conference 2026 is scheduled for 23–25 October 2026 at Bharat Mandapam, New Delhi.
