Proposed Constitutional Provision for Ladakh – 2026

• The Ministry of Home Affairs (MHA) proposed a new constitutional provision, described as “Chapter K” under Article 371, for Ladakh during a sub-committee meeting held in New Delhi on 9 September 2026.

• The proposal envisages a directly elected Union Territory-level governing body for Ladakh, with possible powers concerning land, culture, language, forests and environment.

• The proposal also relates to subjects connected with Article 240, which empowers the President to make regulations for certain Union Territories.

• Article 371 contains special constitutional provisions for specific States and regions, including Article 371A (Nagaland), 371B (Assam), 371C (Manipur), 371D (Andhra Pradesh and Telangana) and 371G (Mizoram).

• Representatives of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) participated in the discussions and sought safeguards relating to land transfers, cultural identity and local interests.

• The Ladakhi representatives continued to demand full Statehood and inclusion of tribal areas under the Sixth Schedule, which provides for autonomous district councils in Assam, Meghalaya, Tripura and Mizoram.

• The MHA deferred decisions regarding the proposed body's executive, financial, planning and law-and-order powers; the next round of talks is scheduled in Kargil in the first week of October 2026.

• The MHA also agreed to prepare a compensation package for persons killed or injured during the 24 September 2025 Leh violence and to review withdrawal of criminal cases against 80 protesters; Ladakh became a Union Territory on 31 October 2019.

INTERNATIONAL NEWS

IMF Welcomes India’s Modernisation of Macroeconomic Statistical Framework – 2026

• The International Monetary Fund (IMF) on 10 September 2026 welcomed India’s efforts to modernise its macroeconomic statistical framework and improve the quality of economic data.

• India introduced a new Index of Industrial Production (IIP) series and Producer Price Index (PPI) series in national accounts, which can improve the accuracy of GDP estimates.

• India has revised its GDP calculation framework by adopting 2022–23 as the new base year, helping reflect structural changes in the economy.

• The Ministry of Statistics and Programme Implementation (MoSPI) reported India’s real GDP at ₹81.36 lakh crore in April–June 2026, compared with ₹75.46 lakh crore in the corresponding quarter of the previous fiscal year.

• Real GDP is measured at constant prices to remove the impact of inflation, while GDP at current prices reflects prevailing market prices.

• The IMF stated that India’s real GDP grew by 7.8% in Q1 of FY 2026–27, supported by stronger activity in the services sector and exports.

• Julie Kozack, Director of the IMF Communications Department, encouraged India to continue strengthening its statistical framework and data quality; the IMF was established in 1944 at the Bretton Woods Conference.

• IIP measures changes in industrial output, while PPI tracks price changes received by producers; former Finance Secretary S. C. Garg subsequently questioned the reported 7.8% growth figure in the domestic debate.

NATIONAL NEWS

Consumer Protection (E-Commerce) Amendment Rules, 2026

• The Department of Consumer Affairs notified the Consumer Protection (E-Commerce) (Amendment) Rules, 2026 on 10 September 2026, replacing the 2020 Rules from 1 January 2027.

• The amended rules apply to e-commerce marketplaces and other online platforms operating in India and are based on the Consumer Protection Act, 2019.

• Platforms displaying discounts must disclose the “prior price”, defined as the lowest price at which the product was offered during the preceding 30 days.

• E-commerce platforms are prohibited from manipulating search results in ways that mislead consumers or reduce the relevance of their search queries.

• Paid or sponsored listings must be clearly and prominently labelled so that consumers can distinguish them from organic search results.

• E-commerce entities must comply with the 2023 Guidelines on Prevention and Regulation of Dark Patterns, conduct an annual self-audit, and prominently display a certificate of compliance.

• The rules prohibit using consumer information without explicit consent and restrict bundled fees for unrelated services from 1 January 2027.

• The National Consumer Helpline received 17,71,622 grievances in 2025, of which 5,11,196 (29%) were related to e-commerce; Nidhi Khare is the Secretary of the Department of Consumer Affairs.

Uttarakhand Service Sankalp Campaign 2026

• The Uttarakhand Service Sankalp Campaign will be conducted across the State from 17 September to 17 October 2026, as announced by Chief Minister Pushkar Singh Dhami on 11 September 2026.

• The campaign will begin on 17 September, coinciding with Prime Minister Narendra Modi’s birthday, and is linked with the vision of Viksit Bharat 2047.

• Its core themes are service, public participation, dialogue and innovation, with 11 major programmes designed to involve students, youth, women, beneficiaries, parents and citizens.

• “Ashirwad Ka Diya” will organise lamp-lighting activities, while “Mere Sapno Ka Bharat–Chitra Seva” will conduct competitions in educational institutions.

• “Namo Seva–Ankahi Kahaniyan” will use school plays to showcase public-service stories, while “Angan Milan Seva” will focus on maternal and child health activities at Anganwadi centres.

• “Seva: Mera Yogdan” will involve citizens in tree plantation, cleanliness drives and teaching activities, along with showcasing beneficiary stories and local transformations.

• The campaign will be implemented in every district of Uttarakhand, with participation from district in-charge ministers, while youth engagement will remain an important component.

• Viksit Bharat 2047 represents the long-term national vision of transforming India into a developed nation by 2047, the centenary year of India’s independence.

62nd Maharashtra State Film Awards – 2026

• Rani Mukerji received the Raj Kapoor Special Contribution Award at the 62nd Maharashtra State Film Awards ceremony held on 9 September 2026 at Ravindra Natya Mandir, Prabhadevi, Mumbai.

• The award was presented by Maharashtra Chief Minister Devendra Fadnavis during the state film awards ceremony organised by the Maharashtra Government.

• The Raj Kapoor Special Contribution Award is a state honour recognising significant contributions to films and the film industry and is named after legendary actor-director Raj Kapoor.

• The Maharashtra State Film Awards are annual awards presented by the Government of Maharashtra to recognise achievements and contributions in Marathi and Indian cinema.

• Salim Khan received the Raj Kapoor Lifetime Achievement Award, which was accepted on his behalf by actress Helen.

• Prasad Oak, actor and director, received the Chitrapati V. Shantaram Special Contribution Award at the ceremony.

• The awards ceremony was held at Ravindra Natya Mandir, a prominent cultural and performing-arts venue located in Prabhadevi, Mumbai.

• Rani Mukerji, who has worked in Indian cinema for nearly three decades, is known for roles in several female-led and socially themed films.

Tanya Chaudhary Sets National Record in Women’s Hammer Throw – 2026

• Tanya Chaudhary, a 22-year-old athlete from Uttar Pradesh, set a new women’s hammer throw national record of 68.35 metres at the Indian Athletics Series Final in New Delhi on 10 September 2026.

• She won the gold medal at Jawaharlal Nehru Stadium, finishing ahead of Anushka Yadav, who recorded 66.34 metres.

• In senior women’s competition, the hammer weighs 4 kg and consists of a metal ball attached to a wire with a grip; the event is governed internationally by World Athletics.

• The Athletics Federation of India (AFI) is the national governing body for athletics in India, while the Jawaharlal Nehru Stadium is a major athletics venue in New Delhi.

• Nirbhay Chaudhary also created a men’s national record of 71.02 metres at the same meet.

• Tanya trains under coach Sachin Yadav at Sri Krishna Inter College Ground, Baghpat, Uttar Pradesh, and received a ₹1 lakh cash incentive from AFI for winning the event.

• She surpassed Anushka Yadav’s previous record of 67.02 metres, set on 24 June 2026; an earlier national record of 65.25 metres was associated with Sarita Singh in 2017.

• Despite recovering from knee and femur injuries and ACL issues, Tanya returned strongly in 2026 and was set to represent India at the 2026 Asian Games in Japan.

Nirbhay Choudhary Sets New Men’s Hammer Throw National Record – 2026

• Nirbhay Choudhary, an athlete from Delhi, set a new men’s hammer throw national record of 71.02 metres on 10 September 2026 at the Indian Athletics Final Series in New Delhi.

• His throw surpassed the previous Indian record of 70.73 metres, set by Neeraj Kumar in 2016.

• Hammer throw is a field event in athletics in which a metal ball attached to a wire and handle is thrown from a designated throwing circle.

• The distance is measured from the throwing circle to the nearest point of the mark made by the hammer.

• The Athletics Federation of India (AFI) maintains and recognises Indian national records in senior and age-group track and field events.

• The Indian Athletics Final Series was held on 10 September 2026 in New Delhi as a prize-money competition ahead of the 2026 Asian Games in Aichi-Nagoya, Japan.

• On the same day, Tanya Chaudhary also created the women’s hammer throw national record with 68.35 metres.

• Nirbhay had earlier won junior national gold in the Under-16 hammer throw on 16 October 2020; the Asian Games are conducted under the Olympic Council of Asia (OCA).

GOVERNMENT INITIATIVE

DILRMP 3.0 – Digital Land Records Modernisation Programme, 2026

• The Union Minister for Rural Development launched the Operational Guidelines for DILRMP 3.0 on 10 September 2026 at Krishi Bhawan, New Delhi.

• DILRMP 3.0 will operate as a Central Sector Scheme from 2026 to 2031, with an approved financial outlay of ₹565.50 crore.

• DILRMP stands for Digital India Land Records Modernisation Programme and is implemented by the Department of Land Resources, Ministry of Rural Development.

• The programme aims to create a GIS-enabled Land Stack integrating land maps, registration records and dispute-related information through secure Application Programming Interfaces (APIs).

• The government plans nationwide implementation of Universal Bhu-Aadhaar/ULPIN, which assigns a 14-digit unique identification number to every land parcel.

• 75 high-footfall Sub-Registrar Offices will be upgraded into Registration Seva Kendras, with a dedicated allocation of ₹37.5 crore for modern registration services.

• Earlier phases achieved digitisation of 99.90% of Records of Rights (RoRs) and 97% of cadastral maps; DILRMP 3.0 will also integrate a paperless Revenue Court Case Management System (RCCMS).

• The Department of Land Resources has completed the NAKSHA pilot project for modernising urban land-record infrastructure, while the programme broadly focuses on digitisation, surveys, registration reforms and dispute-management integration.

SUMMIT AND CONFERENCE

Global Dryland Congress 2026

• The three-day Global Dryland Congress 2026 began on 10 September 2026 at the National Agricultural Science Complex, New Delhi.

• It is jointly organised by the Indian Council of Agricultural Research (ICAR) and the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), with participation from scientists, policymakers, farmers and development partners.

• The Congress marks 50 years of the ICAR–ICRISAT partnership, focusing on agricultural research and development for arid and semi-arid regions.

• Dryland agriculture refers to farming in areas with limited and variable rainfall, relying on moisture conservation, drought-tolerant crops and efficient water management.

• The Congress theme is “Transforming Dryland Agriculture with South–South Cooperation”, covering six themes: breeding, climate resilience, nutrition and markets, farming systems, seed systems, and youth and gender inclusion.

• The event is linked with the United Nations’ International Year of Women Farmers 2026, highlighting the role of women in agricultural systems and rural development.

• The final day, 12 September 2026, coincides with the United Nations Day for South-South Cooperation, with specialised sessions involving CGIAR on international agricultural collaboration.

• The Congress is expected to conclude with the Delhi Declaration on Dryland (3D) and new bilateral Memoranda of Understanding (MoUs) covering areas such as research, training and institutional cooperation.
