World Bank Report: Poverty in India Declines to 2.6% in 2023

• The World Bank’s October 2026 Poverty and Equity Brief states that India’s extreme poverty rate declined from 27.1% in 2011 to 2.6% in 2023, lifting an estimated 496 million people out of poverty.

• At the lower-middle-income poverty line of USD 4.20 per day (2021 PPP), poverty fell from 57.7% to 16.1%.

• The World Bank attributed the decline to consumption growth, increased employment—particularly among women—and social transfers such as food subsidies.

• Indicative projections estimate poverty at the USD 4.20 threshold at 14.2% in 2026 and 12.1% by 2028.

• The Oxford Multidimensional Poverty Index (MPI) recorded a decline from 53.8% in 2005–06 to 16.4% in 2019–21. The World Bank’s multidimensional measure stood at 15.5% in 2022–23.

• Around 57% of India’s poor are concentrated in a contiguous belt extending from Uttar Pradesh to West Bengal.

• Employment increased by about 134 million between 2017 and 2023, largely due to rural women entering paid work. However, youth unemployment rose from 14.6% to 15.9% between Q1 FY26 and Q1 FY27, while real earnings remained broadly unchanged.

• The Alkire-Foster method measures multidimensional poverty by counting simultaneous deprivations. The Global MPI covers three dimensions: health, education and standard of living.

• The Central Government issued Notification No. 09/2026-Central Tax (Rate) on 27 October 2026, effective from 1 November 2026.

• The revised rate reduces GST from 18% to 5%. Postal and courier services are excluded.

• Under Sections 9(5) and 22(1) of the CGST Act, 2017, the e-commerce operator must pay GST when the delivery service provider is not liable to register.

• On 28 October, Nasscom requested the Finance Ministry to defer implementation until 1 January 2027.

• Nasscom cited the need to update and test technology, billing, accounting, ERP configurations, invoicing and GST compliance systems.

• It also sought consultation with e-commerce operators and logistics providers to clarify requirements and resolve implementation challenges.

• India follows a dual, destination-based GST system: intra-state supplies attract CGST and SGST, while inter-state supplies and imports attract IGST. The GST Council recommends tax rates and related rules.
